What hampers innovation? Revealed barriers versus deterring barriers   总被引:1,自引:0,他引:1  
Innovating firms are likely to face several challenges and experience different types of barriers. In this paper we argue that it is necessary to distinguish between two kinds of barriers to innovation. The first corresponds to what we describe as revealed barriers and reflects the degree of difficulty of the innovation process and the learning experience consequent on the firm engaging in innovation activity. The second type of impediment, which we label deterring barriers, encompasses the obstacles that prevent firms from committing to innovation. We use data from the 4th UK Community Innovation Survey (CIS4) to investigate the relationship between firms’ engagement in innovation and their assessment of the barriers to innovation. We show that the relationship is curvilinear in the case of costs and market barriers. These results have important implications for innovation policy and innovation management.  相似文献

This paper examines the role of new technology-based firms in university/industry collaborative (UIC) activities in Japan. UIC activities have been widely diffused into small startup firms over the past 5 years, according to quantitative analysis of RIETIs UIC Survey. In this paper, it is found that these smaller firms achieve higher productivity through UICs than large firms. In light of the findings of this paper, it appears that UICs are gaining momentum and are likely to play a strong role in reducing the dependence of Japan's system of innovation on in-house R&D conducted within large corporations.  相似文献

The second French Community Innovation Survey (CIS) indicates that 14% of R&D collaborating firms had to abandon or delay their innovation projects due to difficulties in their partnerships, an outcome which we term “cooperation failures”. Controlling for sample selection on the cooperation decision, our estimates show that firms collaborating with competitors and public research organizations (PROs), especially when they are foreign, are more likely to delay or stop an innovation project because of difficulties encountered in their R&D partnerships. More surprisingly, firms collaborating with their suppliers also face a higher risk of “cooperation failures”. At least for PROs, firms can reduce the risk of “cooperation failures” through previous experiences in partnerships. Larger firms and group subsidiaries are less likely to face “cooperation failures”, and so do firms in industries with a strong appropriability regime.  相似文献

Using unique innovation survey data collected from a homogenous sample of firms in Pakistan, this paper presents an analysis of the firm level determinants of product innovation and its impact on firm performance. We employ a multi-stage structural model linking the decision of a firm to innovate, its innovation investment, product innovation, and firm performance using primary data from the textile and wearing apparel sector, which is the largest export sector of Pakistan. We find that product innovation leads to increased labor productivity as well as higher labor productivity growth. A 10 percent increase in innovative sales per worker is associated with a greater than 10 percent increase in labor productivity and labor productivity growth. On the determinants of innovation, we find that vertical knowledge flows from foreign clients and suppliers are important determinants of a firm's decision to innovate. Larger firms are more likely to engage in innovation, however, there is no significant evidence that they invest more in innovation. Exporting is positively associated with innovation performance and firms exporting to Europe and America are more likely to engage in innovation. There is mixed evidence on the impact of competition: foreign competition adversely affects a firm’s decision to innovate, whereas, local competition increases investment in innovation. Subsidies seem to have a crowding out effect since firms receiving national subsides invest less in innovation. Furthermore, firms that have higher investment in innovation, that are more productive, and that introduce organizational innovations have higher innovative sales per worker.  相似文献

This paper examines how foreign-owned and domestically owned firms transform innovation into employment growth. The empirical analysis, based on the model of Harrison et al. (2008) and CIS data for 16 countries, reveals important differences between the two groups: Due to general productivity increases and process innovation, foreign-owned firms experience higher job losses than domestically owned firms. At the same time, employment-creating effects of product innovation are larger for foreign-owned firms. Together with employment-stimulating effects stemming from existing products, they overcompensate the negative displacement effects resulting in net employment growth in foreign-owned firms. However, net employment growth turns out to be smaller in foreign-owned firms than in domestically owned firms.  相似文献

Barriers to innovation have mainly been studied in a single country context. This paper studies differences in the perception of innovation barriers between innovative and non-innovative firms for 18 EU countries. The countries are grouped by their distance to the technological frontier using Community Innovation Surveys for the years 2002–2004 and 2004–2006. The results show that knowledge barriers related to the availability of skilled labour, innovation partners and technological knowledge are more important for firms located in countries close to the frontier, while the opposite is true regarding the availability of external finance. Moreover, while the share of innovators decreases with the distance to the technological frontier, the share of firms not interested or in no need of innovation increases. This is consistent with the idea that as firms approach the technological frontier, they increasingly need to focus on the creation of own knowledge and the adoption of innovation-based growth strategies to stay competitive.  相似文献

This paper investigates domestic and foreign innovating firms’ determinants of R&D collaboration with domestic universities and public knowledge institutes in Finland and the Netherlands. We put particular emphasis on the impact of incoming academic spillovers on the probability to co-operate with these public R&D institutes.Based on data from Community Innovation Surveys we find that foreign firms in the Netherlands are less likely to co-operate with domestic public knowledge institutions than domestic firms, while in Finland no significant difference can be detected. Another result is that incoming knowledge spillovers are an important determinant for R&D collaboration with domestic public knowledge institutions in both countries. In case of foreign firms in Finland, incoming knowledge spillovers affect the probability to co-operate with public knowledge institutions more positively compared to domestic firms. For the Netherlands no substantial difference could be found in this respect. Further, innovating firms in Finland that require academic or basic knowledge do not co-operate significantly more with public knowledge institutions than those that need applied knowledge. At the same time they are willing to share knowledge with public R&D partners. In the Netherlands innovating firms that require relatively more basic than applied knowledge, increase the probability of co-operation with Dutch universities and public knowledge institutions but there is reluctance to share proprietary knowledge with public R&D partners. For both countries no significant difference between foreign and domestic firms with regard to academic knowledge requirements could be found. This raises the issue whether Finnish innovation policies with a strong focus on R&D co-operation provide incentives for strategic behaviour by domestic public partners to put more emphasis on applied research.  相似文献

Innovation activities in the German business sector showed two opposing trends over the past two decades: While total innovation expenditures grew substantially, the number of firms conducting innovation activities fell sharply. In this paper, we explore the mechanisms behind the declining trend in the share of innovation active firms. Considering both input (R&D activities) and output (introduction of innovations), we model innovation decisions as a multi-stage process using continuous-time Markov chain analysis. We base our analyses on a 14-year panel from the German part of the Community Innovation Survey. Our results show that smaller firms and firms in sectors with less innovation competition are more likely to stop innovating. We also show that better financial situation and public funding can mitigate the trend towards a falling share of innovating and R&D-performing firms.  相似文献

This study explores the extent to which cross-sectional differences in firms’ propensity to absorb and utilize scientific knowledge matter for their stock market and operating performance. Unlike previous empirical studies and given the coexistence of both benefits and potential costs to science-guided search, I conceptualize innovation as a recombinant search to hypothesize a non-monotonic relationship. Using patent data from the European Patent Office (EPO) relative to 3281 international firms over the 1999–2015 period, empirical tests yield evidence in support of the predictions. However, the effect varies with firm-level absorptive capacity, across industries and countries. As suggested by a limited attention model, I find a stronger payoff predictive power of science for firms with lower investor attention and higher valuation uncertainty. Besides, the association between science and future operating performance increases with time, indicating that firms’ scientific capabilities are a potent driver of long-term profitability. The conclusions are robust to controlling for the endogenous nature of firms’ use of scientific knowledge. By providing a useful basis upon which to judge the economic merit of firms’ innovation endeavors, this study contributes to reducing capital market imperfections that curtail access to external finance and ultimately spurring private-sector investment in R&D. It also provides evidence of diminishing marginal payoffs to science-led search. Finally, the evidence is likely to be relevant to policymakers, who might wish to influence the innovation ecosystem in a way to sustain long-term prosperity.  相似文献

This paper investigates the relative importance of property rights and transactions cost factors in driving the decision of firms to outsource innovation. Using data for over 8000 firms from the UK Community Innovation Survey, we find that property right factors dominate over transaction cost factors. Transaction cost variables are more important for process innovation, while property rights variables are more significant for firms involved in product innovation. In addition, we find that firms involved in process innovation have a higher probability of outsourcing innovation than firms involved in product innovation.  相似文献

This paper analyses the importance of cooperation partners for the development of innovation activities. We contribute to the literature on cooperation in innovation activities that seeks to identify the characteristics differentiating cooperative from non-cooperative firms by proposing a different approach to this problem. We distinguish firms according to their evaluation of cooperation partners in the development of innovation activities. We apply a probit selection model to account for the firm's decision to cooperate (or not). The data we use come from the Portuguese Third Community Innovation Survey. Our estimation results show that firms from high-technological industries, with higher levels of absorptive capacity and of innovation investment, who give importance to incoming spillovers management, and who cooperate with firms from the same group or with suppliers, place greater value on cooperation partners in the innovation process. Additionally, we also find that the factors influencing the importance attributed to cooperation activities are different from the ones behind the decision to cooperate.  相似文献

现有文献主要关注经济危机对企业研发创新的负面影响,同时也指出了危机可带来社会技术范式的变革,从而迎来“黄金时代”。基于Perez巨浪模型,探究在全球范围内危机前后不同企业、行业和国家企业研发回报率的变化趋势。以1986~2014年间全球63个国家的52638个企业年度数据为调查对象,结果表明,经济危机后,不论对企业增长还是利润率而言,企业都获得更高的研发回报率;低市场份额企业的研发回报率提高程度大于高市场份额企业;低杠杆率企业的研发回报率提高程度大于高杠杆企业;服务型企业的研发回报率提高程度大于制造型企业;发展中国家与发达国家企业研发回报率差异不显著。研究结果为Perez的巨浪模型提供了实证支持,并为危机后企业研发提供了管理启示。  相似文献

The concept of open innovation captures the increasing propensity of firms to work across their traditional boundaries of operation. This phenomenon has largely been studied from the viewpoint of manufacturing businesses while services have received much less attention despite the predominant role they play in advanced economies. This paper focuses on open innovation in services, both as a subsector of the economy and as a component of the activities of manufacturing firms. We study the open innovation practices of business services firms and then consider the implications for open innovation of the adoption of a service inclusive business model by manufacturing firms. Our analyses are based on a unique dataset with information on open innovation activities amongst UK firms. Overall, engagement in open innovation increases with firm size and R&D expenditure. Business services are more active open innovators than manufacturers; they are more engaged in informal relative to formal open innovation practices than manufacturers; and they attach more importance to scientific and technical knowledge than to market knowledge compared to manufacturing firms. Open innovation practices are also associated with the adoption of a service inclusive business model in manufacturing firms and service-integrated manufacturers engage in more informal knowledge-exchange activities. The paper contributes towards a reconceptualisation of open innovation in service businesses and a deeper evidence-based understanding of the service economy.  相似文献

Searching for externally available knowledge has been characterised as a vital part of the innovation process. Previous research has, however, almost exclusively focused on high-technology environments, largely ignoring the substantial low- and medium-technology sectors of modern economies. We argue that firms from low- and high-technology sectors differ in their search patterns and that these mediate the relationship between innovation inputs and outputs. Based on a sample of 4500 firms from 13 European countries, we find that search patterns in low-technology industries focus on market knowledge and that they differ from technology sourcing activities in high-technology industries.  相似文献

This paper examines the link between a firm's absorptive capacity-building activities and the search process for innovation. We propose that the enhanced access to university research enjoyed by firms that engage in basic research and collaborate with university scientists leads to superior search for new inventions and provides advantage in terms of both the timing and quality of search outcomes. Results based on a panel data of pharmaceutical and biotechnology firms support these contentions and suggest that the two research activities are mutually beneficial, but also uncover intriguing differences that suggest differing roles of internally and externally developed knowledge.  相似文献

The transition from an industrial economy to an innovation economy poses two critical questions for the manufacturing sector in advanced countries. First, given the diffusion of modern manufacturing practices around the world, what level of innovation (incremental, more far-ranging, or radical) is most likely to support a resilient domestic manufacturing sector? Second, are assumed differences in the innovative capacity across space likely to hasten the decline of rural manufacturing? To answer these questions this research combines comprehensive measures of self-reported innovation able to reliably differentiate incremental and more far-ranging innovation with establishment-level data able to examine the geographical distribution of these different innovation strategies. The data used for the analysis includes a two-period panel of manufacturing establishments surveyed in 1996 and 2013 with annual employment data indicating survival in the intervening years. Our findings suggest that long-surviving manufacturing plants overwhelmingly gravitate away from non-innovation strategies toward incremental or more far-ranging innovation orientations. A survival advantage of far-ranging innovation over incremental innovation is observed for standalone firms. We do not identify a difference in the innovation orientations of rural and urban manufacturing establishments.  相似文献

Research and Technology Organizations (RTOs) and universities are important elements of countries’ innovation systems. As they are both halfway between science and industry, they are often considered to be the same thing. However, recent studies have stressed the differences between the two. In this paper, we analyze the innovative characteristics (impacts and types of innovation and internal R&D investments) of firms that collaborate with RTOs versus universities. Our study is based on statistical analysis of Community Innovation Survey micro-data (CIS 2012). Our results suggest that firms that see RTOs as more important sources of knowledge than universities have a higher probability of developing service innovation, invest less in internal R&D but are less likely to introduce new, groundbreaking innovations into the market. These results have significant policy and management implications, especially regarding the different but complementary contributions offered respectively by RTOs and universities.  相似文献

The aim of this study is to inspect differences in internationalisation level of firms from a transitional economy based on their innovation outcomes, open innovation and organisational learning practices. Results indicate that firms with lower internationalisation level owe their innovation success to coupled and outbound open innovation practices that originate from market research, competitor tracking and public information. Mediating effect of outbound innovation is present in the relationship between market research and innovation success. Firms with higher internationalisation level do not exhibit significant effect of open innovation on innovation success, but their organisational learning antecedents such as market research and research and development negatively affect innovation success, while public information and forecasting have a significant positive effect on innovation success. The major contribution of this study is the understanding of how organisational learning antecedents and open innovation practices interact in firms with different internationalisation levels, whereby firms with higher internationalisation level already have competitive advantage that lower internationalisation firms need to achieve.  相似文献
