Prof. Peter Gruss, president of the Max Planck Society (MPS) and a winner of China's National Award for International S&T Cooperation in 2007, has long been committed to promoting the scientific cooperation between China and Germany. As early as in the 1980s, he went to Shanghai to teach advanced experimental techniques at the Guest Laboratory cosponsored by CAS and MPS. Since 2002 when he assumed the office of MPS president, Prof. Gruss has further strengthened the partnership between the two organizations.  相似文献

"It is a very wonderful story to tell," in the interview with BCAS reporter SONG Jianlan before the opening of the 35 th International Symposium on Remote Sensing of Environment (ISRSE), Dr. Ghassem R. Asrar, Director of the World Climate Research Program (WCRP) and former Earth Science Associate Administrator of the National Aeronautics and Space Administration (NASA) could not help expressing his joyfulness and satisfaction at the wonderful job the global community has done in just thirty years: building the Earth observing system (EOS),turning the observations into useful information and making it available to scientists and decision makers around the world. Let's follow him to celebrate the contributions of Earth observations to our understanding of the Earth system and climate, a sub-system of our planet, and recognize China's current and future role in this system. Meanwhile we will have an opportunity to learn about his experiences of EOS and expectation of China's bigger participation in internationally cooperative projects in the field of space-based remote sensing, for future decades.  相似文献

Decades ago, he invented a cascade extraction theory and technique that have greatly facilitated the production of the so-called "industrial vitamins," shifting China's role from a low-profit exporter of raw ores to the world's dominant supplier of separated individual rare earth compounds and metals in high purity. Now, long past retirement age, he is still actively engaged in the development of China's rare earth industry by calling for planned exploitation and resource conservation. The Chinese Academy of Sciences (CAS) was founded on 1 November, 1949, one month after the establishment of New China. Over the past six decades, CAS has established itself as China's top academic institution in natural science, the country's most comprehensive R&D center in natural science and high-technology, and the nation's highest advisory body in science and technology. In June 1999, China's central authorities promulgated a "Decision on the Deepening of Educational Reform and the Full Promotion of Quality-oriented Education," stressing that, rather than doing well in examinations, students should develop their competence in other important aspects, ranging from creativity, moral thinking, general knowledge and practical skills to culture and physical fitness. Since then, a decade has passed. The development of this comprehensive competence-based education drive has been "far from satisfactory," according to a recent study carried out by the CAS Academic Divisions (CASAD), China's top advisory body in science and technology.  相似文献

Prof. WU Zhengyi (Wu Cheng-yih, C.Y. Wu), a CAS Member and Emeritus Director-general of the Kunming Institute of Botany, is the founder of the Chinese school of floristic geography. Born in Jiangxi in 1916 and graduating from Tsinghua University, Prof. Wu has made major contributions to plant taxonomy and phylogeny, floristic geography, and the utilization of plant resources in China and around the world. CAS is composed of a research complex, which is made up of nearly 100 research institutions, and the Academic Divisions (CASAD), China's top advisory body in science and technology. As a national S&T think tank, CASAD offers suggestions on major issues concerning the country's socioeconomic progress, S&T development and national security, and submits, to local and central authorities, advisory reports in various fields, ranging from energy and resources, S&T education, ecology and the environment to medical care and development strategies for scientific disciplines. The fossils of a petite pterosaur ("winged lizard" in Greek, a group of winged reptiles that ruled the skies from 206 million to 65 million years ago) has been discovered by CAS paleont'ologists and their Brazilian co-workers in northeast China's Liaoning Province. Phrases such as ‘knowledge-intensive organizations’ (KIOs) and ‘knowledge-intensive firms’ (KIFs), have recently found common usage, describing the distinct activities and attributes of some organizations. But a review of the literature reveals a lack of consensus among scholars and practitioners on the definition of KIOs. What is also absent from the discussion is an agreement on the factors that differentiate KIOs from non-KIOs, and how those factors affect knowledge management (KM) theory and practice. The objective of this paper is to extend a typology of KIOs as a preliminary step to conducting research on these types of organizations. With the typology of KIOs presented in this paper, we hope to provide a basis of distinguishing these organizations from other organizations, and also to allow one to perform comparative organizational analysis. The typology will also help researchers identify which of the organizations are knowledge-intense, and the nature of their knowledge-intensity, so that they help these organizations in designing appropriate KM tools.  相似文献

 基层科研组织是当代社会组织结构的重要组成部分,在社会治理中扮演着重要角色。基于对西北七县的实证考察,研究探讨了基层科研组织在中国北方荒漠化防治中的作用。研究发现:(1)被调查者对基层科研组织的了解虽然有限,但对其作用的评价却很高,二者存在倒U型相关关系;(2)基层科研组织在荒漠化防治中的功能多样化,但主要集中在政策建议和科研活动等方面;(3)基层科研组织的组织间结构安排机制多样化,但垂直控制关系明显;(4)基层科研组织的地方性组织优势突出,但由于资金支持不足和自身组织结构等问题,其发展受到限制;(5)要改进基层科研组织在荒漠化防治中的参与功能,首先要改革其组织机构,并加大对其的资金支持等;(6)影响基层科研组织作用评价的因素和途径多种多样,需进一步研究。这些发现不仅为进一步探讨基层科研组织在荒漠化治理中的作用奠定了基础,而且为探讨其它类型的科研组织在社会治理中的作用提供了理论基础和实证参考。  相似文献

Emerging paradigms of attack challenge enterprise cybersecurity with sophisticated custom-built tools, unpredictable patterns of exploitation, and an increasing ability to adapt to cyber defenses. As a result, organizations continue to experience incidents and suffer losses. The responsibility to respond to cybersecurity incidents lies with the incident response (IR) function. We argue that (1) organizations must develop ‘agility’ in their IR process to respond swiftly and efficiently to sophisticated and potent cyber threats, and (2) Real-time analytics (RTA) gives organizations a unique opportunity to drive their IR process in an agile manner by detecting cybersecurity incidents quickly and responding to them proactively. To better understand how organizations can use RTA to enable IR agility, we analyzed in-depth data from twenty expert interviews using a contingent resource-based view. The results informed a framework explaining how organizations enable agile characteristics (swiftness, flexibility, and innovation) in the IR process using the key features of the RTA capability (complex event processing, decision automation, and on-demand and continuous data analysis) to detect and respond to cybersecurity incidents as-they-occur which, in turn, improves their overall enterprise cybersecurity performance.  相似文献

The Holy Grail in strategic management is the Dynamic Capability (DC) of organizations to realize sustainable competitive advantage. This requires organizations to continuously sense market changes and adapt their resources and routines accordingly, for which they are heavily dependent on knowledge. Knowledge as an antecedent for DC is, however, understudied. Inspired by the recognition of knowledge as an antecedent for DC, this paper sets out to uncover how organizations can foster DC from a knowledge management (KM) perspective. In an empirical survey on 55 knowledge-intensive organizations, we studied DC in organizations from two key perspectives on knowledge: formal, through the adoption of KM policies, and informal, through the availability of social capital. Our research results show that, although a formal KM approach strengthens DC, the availability of social capital appears unrelated to DC. The paper concludes with a practical outlook on advancing DC.  相似文献

In this study, we propose to model how intellectual capital (IC) attributes affect the performance of organizations operating in the performing arts sector, more specifically opera companies. In particular, the aim of this paper is twofold in that it seeks: (1) to analyze the role IC plays in performing arts organizations; and (2) to propose research hypotheses that suggest how IC affects the performance of these organizations. An in-depth qualitative approach was adopted. The research methodology deployed consists of a longitudinal case study of a major Italian opera house. The main findings of this study are two: (1) the identification of six attributes of IC that are deeply grounded in management theories and that make the definition of the IC construct more theoretically robust with respect to other studies that are less evidence-based; (2) the development of a model that shows how IC attributes affect the three different performance dimensions of performing arts organizations.  相似文献
