为提高水资源配置效率,本文从社会、经济、人口及生态环境的可持续发展角度来构建水资源可持续利用指标体系,运用均方差决策法对2007—2012年天津市水资源可持续利用进行评价,并预测了天津市2013—2015年水资源可持续利用状况。结果表明：2007—2015年天津市水资源可持续利用状况有了显著的改善,从较弱—中等—较强—很强状态,但尚未达到完全可持续利用;同时分析并识别出影响水资源可持续利用的主要因素,为水资源与社会经济、人口、生态环境健康协调发展制定科学策略。 相似文献

为改善水资源可持续利用现状,从水资源系统、社会经济系统、人口系统、生态环境系统四个方面考虑,建立了水资源可持续利用评价指标体系。基于均方差决策法构建了水资源可持续利用评价模型,并对2003-2012年陕西省水资源可持续利用进行评价。结果表明,(1)2003-2012陕西省水资源可持续利用度大体上处于上升趋势。(2)陕西省水资源复合系统可持续利用状态对社会经济子系统依赖程度较高。(3)制约陕西省未来水资源可持续利用的主要因素在于陕西省水资源与人口系统的不协调发展,应引起相关部门的高度重视。 相似文献

选取乌昌地区为研究区域,综合运用频度分析法、理论分析法和专家咨询法构建指标体系,通过层次分析法对乌昌地区能矿资源的可持续利用能力进行评价,得出结论:1)能矿资源规模与供给系统指数呈现明显的波动状态,分别在1999年和2005年形成波谷;2)资源利用的经济效益系统指数基本呈现上升趋势;3)环境压力与环境治理系统指数呈现明显的阶段性上升的特征;4)乌昌地区能矿资源可持续利用的能力指数呈现出平稳上升的趋势.受乌昌地区水资源短缺和生态环境脆弱等因素影响,对能矿资源可持续能力影响最大的子系统为环境压力与环境治理系统.在各指标中,对能矿资源可持续能力影响较大的指标是能矿资源生产总量、水资源利用相关指标以及资源型产业的GDP和资源型产业固定投资比重等. 相似文献

大连是中国北方沿海重要的中心城市和国际风景旅游城市,也是全国重要的缺水城市之一。水资源的可持续利用是大连市社会经济环境可持续发展的关键问题。目前关于水资源可持续利用的前沿研究大都还停留在概念的提供和定性分析上,缺乏量化的理论和方法。模糊模式识别模型通过量化的手段阐明可持续利用的具体方法和途径,使水资源可持续利用具有可衡量性和可操作性。本文首次采用此模型对大连市水资源进行可持续利用分析,结果表明大连全市及大连市区近、中、远期水资源可持续利用级别特征值都有逐年减少,尤其大连市区2010年水资源开发已逐渐接近区域水资源承载力,水资源开发潜力不大,这一结论恰与实际相符,进一步证明了此方法的可行性。最后,提出了大连市水资源可持续利用的对策。 相似文献

水资源是干旱、半干旱地区社会经济发展和生态环境保护的关键制约因素，水资源承载力的分析计算和评价是干旱、半干旱地区寻求区域可持续发展道路的重要依据。该文探讨了水资源承载力状况的评价方法，建立了水资源承载力评价指标体系，对各评价指标的可承载极限临界值和理想值进行了界定，建立了水资源承载力模糊综合评判模型，并运用之对西北地区现状年及未来10a、20a、50a不同发展情景方案下的水资源承载状况进行了评价。模型预测结果表明，通过生态环境治理、节水技术进步和产业结构调整等综合措施，未来各年段西北地区水资源承载力状况将逐步改善，其中以采用A1+B2+C2发展情景方案将使水资源承载状况综合效果最佳，节约用水、降低水资源开发利用率，提高用水效率和控制人口增长则是提高西北地区水资源承载力水平的关键因素。 相似文献
