This paper describes some of the principles for building a freely available web-based university with open content. The "tutor-web" is an international project for web-assisted education, including such free and open access. This project was initiated by the University of Iceland in partnership with many universities around the world, among them the University of Craiova, Romania. The leakages in secondary level education brought forward the necessity to restructure the educational system so as to address the social and individual needs and meet the requirements of Turkey; therefore, a "reformation" study became an obligation. The formal education in Turkey starts at the age of 6, when the individual is shaped within the system. Determination of the characteristics of an ideal future citizen of a country should be apprehended at all levels of education and individuals should attain these appreciated characteristics. The reformed science education programs in Turkey aim to guide the individuals to be scientifically and technologically literate. Through enabling an individual, who is in a technological media, to attain the required knowledge, skills and attitudes, the individual should have the "science and technology literacy and creative thinking" skills. Individuals should recognize the technological environment they live in as well as the dimensions and facilities of technology, and should be aware of the fact that they could make use of these opportunities. In the light of this aim, this study involves the teaching of "separating mixtures" to 9th grade students in relation with science, technology, society and environment and the examination of its possible effects on students' achievement as well as their career choices. The Chemistry Achievement Test and the Career Choice Questionnaire were administered as pre- and post-test to serve as data collection tools. The study concluded that chemistry education in relation with science, technology, society and environment would lead students to choosing different fields for their future careers by changing their perspectives towards science. A significant increase in students' chemistry achievement levels was also observed.  相似文献

What Is in This Special Issue? The purpose of this paper is to review current issues in pre- and primary school reform and to pose questions on the long-term implications of present day solutions. Such an exercise will open up discussion on the probable effects of educational policy decisions with a view to minimize negative effects brought on by new policies. Because data collection in Sierra Leone is embryonic and unreliable, it is difficult to be definitive in planning future reform in education based on available data. The civil war between 1989 and 1999 practically shut down the educational system. Some of the obvious steps taken to ameliorate the situation included mandatory compulsory primary education in 2004 and completing the construction of 500 new classroom buildings by 2008. School enrolment doubled between 2001 and 2005 and the Gross Enrolment Ratio (GER) was about 160 percent. It is important to join in a discussion of the long-term implications of short-term solutions to educational development in Sierra Leone. The paper is organized under the following headings: (1) The context of pre and primary school development; (2) Current education system; (3) Issues in pre-primary and primary education; (4) Government statements on education and jobs respectively; (5) Questioning as a way to improve education quality; (6) Discussion; and (7) Recommendation.  相似文献

The transformative use of ICT (information and communication technology) in the educational setting is demanding continually assessing bottlenecks and conducive conditions with the aim of consolidating the pre-conditions and to dry the drawbacks from their root. As a result, this qualitative research approach employed to explore enablers and barriers of using ICT in initial teacher preparation in the context of JU (Jimma University), Ethiopia. The study employed in-depth interviews with student teachers and teacher educators. Participants' perception of ICT as a vehicle for quality learning and multiple access to ICT use pointed as supportive conditions. Whereas, mismatch of methodologies being used in teacher education and schools, resource constraints, marginalizing teacher education program, unsuccessful experience of learning via ICT, and lack of clear directive and expertise on the use of ICT were some of the major issues forwarded by the participants. Redesigning of the teacher education program in the way of using ICT is clearly indicated, the system that forces and reinforces the use of ICT in place is among the recommendations forwarded.  相似文献

In this paper, the author started the discussion with definition of communication, highlighted means of communication and purposes of communication, counselling as a form of communication, conceptual flame work for communication in ODL (open and distance education), component of good communication, media selection and combination for effective counselling process in NOUN. The author in his recommendations, advocated that for a counsellor to be effective in discharging his responsibilities, he or she must attain a certain level of competency in communication skills, select appropriate media, and must be efficient in the use of communication devices especially computer. The main developed countries raise higher educational funds actively by increasing the tuition fees, improving the rate of loan, striving for scientific research funds, improving the income of education and service as well as accepting all kinds of donations. According to Chinese realities, it should be increased higher educational funds to ameliorate the tense situation by increasing the earned income of the colleges and universities, accepting the donation from alumni or enterprises, developing the education trade, collecting tuition fees reasonably, making full use of credit funds and striving for the financial aid of the international education and the loan from students.  相似文献

This paper is about a research focusing on recent problems of Hungarian teachers. The aim of the study is to reveal the real troubles of Hungarian pedagogues, on the basis of their answers to a questionnaire, the nature of these problems and how they affect the role of the teacher. Supposedly, the nucleus of the problems of the teachers is connected with existence, skills and material or professional uncertainty. The study based on the related professional literature and its main statements. The conclusions could be applied mostly to the intellectual and existential preparation of would-be teachers. The aim of the research is to reveal the real problems of the high school teachers after the turn of the century, what these problems are, how stressful they are and how they impact the changing teacher role as, "Teachers are central to any consideration of schools, and majority of education policy discussions focus directly or indirectly on the role of teachers" (Hanushek & Rivkin, 2006). Ever since the pedagogical researches had started many monitors, surveys and reports have there appeared about the actual matters, issues and problems of the teachers. However, these previous examinations were structured or set up on the base of assumptions of researchers. The possible problem-framing was quite hypothetical and suggested the presuppositions of the inventors of questions, not that of the involved teachers. The methodological mean of the research was the questionnaire. The research has supposed that problems that are in the forefront of teacher thinking include skills, lack of conformity to practical demands, and material and financial uncertainness. We have focused the survey on finding the problematic activities that are primary for the educators. The results could be applied mainly in the field of the teacher training, especially in the mental and existential preparation of the would-be-teachers. It has also an actuality, since the teacher training stands before a changeover from the traditional structure to the two-level structure (transition between the former traditional and the BA and MA levels of higher education), so these remarks can also add somewhat to the reform program and--at the collective level-to the identification of issues important to the community of teachers, would-be-teachers and both in-service teachers and educators.  相似文献

Coexistence and moral education are areas of great interest in Spanish compulsory education, especially in the period that comprises between 12 and 16 years of age, named "compulsory secondary education" in Spain. With the aim to improve the processes of coexistence within this level, this research team on education from the University of Salamanca has conducted an experimental study, implementing a programme to provide moral education through ICTs (information and communication technologies). So as to verify the positive influence of the programme, a series of means have been applied with consideration for two groups--control and experimental--and certain stages of pre- and post- test assessment. The first results denote that there has been an improvement in social-personal values in the students that were involved more actively in the programme.  相似文献

Increasing accountability and efficiency in the use of public and out-of-pocket financing in education are critical to realizing the maximum impact of the meager allocations to education in most developing countries. While broad estimates and numbers are routinely collected by most national ministries and state departments of education, the lack of accuracy and reliability as well as the obtuse nature of recording and presentation of the data does not facilitate any serious policy use. A major advance in this area has been brought about by the development of NEA (National Education Accounts), which is a new tool for measuring education expenditures in a systematic policy-~endly manner. In essence, NEAs measure the "financial pulse" of an education system, answering 4 key questions: Who is financing education? How much do they spend? How are funds distributed across different education providers, levels and activities? Who benefits from or receives the services? NEAs gather information on all spending from public, private and donor sources, and provide a snap-shot of all expenditures on education in the state or country. While not an auditing tool, it provides real time information on the flow of funds that can be used for evidence-based decision-making. It provides information to policy-makers, enabling them to discern systcm-wide inequities and identify areas that require changes in policy. In addition, the use of a standard classification of expenditures allows for data from NEAs to be comparable between and within countries. This paper provides an assessment of accountability and efficiency in the use of public and private resources in the education sector in 2 states of Nigeria. Using comparative data from implementation of education accounts in 2 states of Nigeria, it presents a breakdown of education spending by public and private sources as well as donor agencies, by types of providers, by geographical regions and by category of expenditures. It analyzes educational expenditures for the 2 states in the context of state government priorities for education, and proposes a novel way of tracking trends in education spending as a means for policy-makers to organize a strategic vision supported by resources and to evaluate the outcome of policies.  相似文献

It is becoming more and more apparent that globalization processes represent, theoretically as well as practically, a challenge for educational sciences and therefore, it must be addressed within the sphere of education. Accordingly, educational conceptions have to adapt to globafization phenomena and focus more on alternative and innovative educational concepts. The observable phenomena that appear as part of globalization then lead to the following question: Is there still space for educational concepts like emancipation, self-determination, equal opportunities and fairness in distribution, democracy and common sense? The most indispensable tools for the development of equitable and peaceful contemporary education perspectives are a differentiated reflection on globalization phenomena and consequences, an intensive analysis and disclosure to address (global) conflict lines, the questioning of well-established concepts, the formation and embodiment of visions of the global future and the articulation of innovative education concepts. Modern social and political structures and practices have to be reoriented to combat the negative effects of globalization processes through the incorporation of more humane, socially fair and ecological principles. With the development of modern open and distance education, which is characterized by Web-based instruction, Web-based assessment, and Web-based research. Web-based learning support services are considered as the most essential inputs for digital immigrants, which offer ground for them to produce considerable outputs so as to achieve better learning outcomes. This paper examines the current situation of digital immigrants in Yunnan Open University (YNOU), with significance of finding out specific problems so as to provide effective learning support services to solve the problems in the process of open and distance learning. Open and distance education is the instruction under digital technology by using computer as a key means of media. A digital immigrant is an individual who was born before the existence of digital technology and adopted it to some extent later in life. For considering the outreach location of Yunnan, digital immigrants are at their suitable ages of studying. Some of them cannot understand the value of digital technology completely, and some fail to implement modern technology into their daily lives. Drawing on such findings, Web-based learning support services in YNOU for digital immigrants are significantly worth studying, because they are definitely related with successful learning outcomes in order to achieve the new vision of YNOU, a newly-built open and distance university in the year of 2012. "Learning is ‘open' to everyone, study occurs by anyone, anytime, and anywhere" by making education accessible to all. The Verhulst model can be used to forecast the sequence, which is characterized as non-monotone and fluctuant sequence or saturated S-form sequence. In most countries of the world, higher education is highly subsidized by the public sector. The subsidy is a result of the role of higher education sector on the economy and good governance of the nations. Enrolment into higher institutions of learning is quite low in Africa compare to other continents of the world due to the continent's low and declining spending on her higher institutions of learning. This shabby contribution by the continent could be likened to a result of some imminent challenges, which ranged from inadequate financial resource due to economic and social crisis to the challenges posed by the HIV/AIDS (Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome) pandemic. The contributions of Nigeria to the development of higher education in Africa is quite worthy of note. This can be affirmed by the increase in the number of states and federal universities in the country over the years since independence. This can be further reaffirmed by the promulgation of Decree 9 of 1993, which made the provision for the establishment of private universities, which further increased the nation's total number of universities to 93 from 59 and further strengthened the nations contributions to higher education development in the continent. In spite of all efforts made by the FGN (Federal Government of Nigeria), the nation is yet to reach her potential in the development of her higher education sector as the percentage of potential students that gained admission into the nation's higher institutions of learning still stand below 15% of the total number of applicants. The study therefore recommended that budgetary allocations to higher institutions of learning be increased to meet the financial demands of the institutions. In addition, multi-campus should be encouraged in order to allow for more access to higher education.  相似文献

The development of e-learning materials for teaching and learning often needs to be guided by appropriate educational theories or models. As such, this paper provides alternative e-learning design pedagogy, the TSOI Hybrid Learning Model as a pedagogic model for the design of e-learning cognitively in science and chemistry education. This model is hybridized from the Piagetian science learning cycle model and the Kolb's experiential learning cycle. The TSOI Hybrid Learning Model represents learning as a cyclical cognitive process of four phases: translating, sculpting, operationalizing and integrating. A major feature is to promote cognitive processing in the learner for active learning proceeding from inductive to deductive. Design specificity in science and chemistry education is illustrated in terms of instructional storyboarding for the developed research-based e-learning product. Learners' cognitive ability for example positive concept achievement will be addressed as part of the research data collected.  相似文献

Establishing the NCEDL (National Centre for E-learning and Distance Learning), electronic universities are some initiatives to introduce e-learning to the KSA (Kingdom of Saudi Arabia), which have led to a fast, strong, and impressive movement toward e-learning in the Kingdom. However, e-learning in Saudi Arabia is still in the early stage of its development due to many challenges of e-learning that will still have to be faced. E-learning in Saudi higher education has been examined in a number of studies. Yet, focusing on e-learning among Saudi women through the social and religious customs of society is not sufficiently examined. Therefore, this research seeks to investigate the possibilities that exist for the utilization of e-learning in the enhancement of the higher education opportunities of women in Saudi Arabia within the social customs and religious beliefs by identifying the barriers to higher education for Saudi women, the modes of e-learning that currently exist within the higher education programmes in the Saudi higher education system, how e-learning can support higher education opportunities for women in Saudi Arabia, and a successful model of e-learning to improve higher education opportunities for women in the KSA. In order to achieve the aim of this research, a pilot study was made by using a semi-structured interview as a method of data collection from Saudi females who live with their related (mahram) male in the United Kingdom and a three stage coding analysis of the grounded theory analyzing the data collected from the field to formulate a theory and a model. A primarily model was presented which described the contributions of e-learning to higher education of Saudi women. The model is presented consisting of three main categories: (1) social and religious barriers; (2) women's use of the Intemet; and (3) women's use of e-learning, as well as a number of sub-subcategories. In addition, the need to illuminate the ability of Saudi women to convert e-learning into a valuable educational achievement is demonstrated. The next stage of our research will investigate all of the issues indicated by the pilot study in order to improve the success of using e-learning for Saudi women's higher education and eventually to devise a research theory.  相似文献

When examined carefully, it is seen that there is not an available and detailed cttrriculum designed for the aim of foreign language teaching with integrated cultural items of the target language in the programs of the schools under authority of the Ministry of Education and Turkish higher education institutions. In recent years, the specialists have an agreement on the issue that foreign language instruction should be carried out by the means of target language's history, literature, geography and also its social characteristics. The idiom "it's raining cats and dogs" can be misinterpreted by a Turkish student without the knowledge of this idiom's story in English history as "Cats and dogs are pouring down from the sky". An important French architectural building "Saint Mary Cathedral, Notre Dame de Paris" can be misunderstood as "Our Parisian Woman" by a student who is unfamiliar with French culture. Both examples show that encountered foreign words and phrases can be misunderstood and mostly these words are perceived and interpreted according to learners' own cultural figures. The aims of this study are to show the significance of culture-based foreign language courses and to make a contribution to the literature by regarding the views of researchers beheving that culture and language are inseparable concepts. In this context, Erzincan University French Language Teaching Department students' opinions on the relation between culture and language learning were received with the application of qualitative structured written response method. Then, document analysis of written comments was evaluated. Consequently, the analysis on the participants' written comments showed that a culture integrated foreign language course can make positive contributions to students' learning, language learning process and learning environment.  相似文献
