In perhaps the first empirical investigation of the impact of global forces upon U.S. and Canadian community colleges, I examine their missions and structures, noting alterations associated with globalization. In my examination of Canadian colleges, I find that global forces, such as international economies, international political struggles and their consequences, and global communication systems, do affect these institutions. These forces are influential in altering college behaviors, including changes to institutional mission and institutional structures. That is, colleges are increasingly oriented to the marketplace, more responsive to public demands and preferences, and increasingly more directed by provincial governments to serve both political and economic priorities.This paper is based upon a multi-case, qualitative, longitudinal study of seven (7) community colleges, four (4) of which are Canadian colleges. The purpose of the study was two-fold: first, to identify and analyze actual institutional behaviors of community colleges as they adjust to demands inherent in the globalization process; and second, to identify the evolving development of the community college as a social institution, specifically by focusing upon the actions and conditions that have led to mission alteration.  相似文献

Fundraising has long been a central activity in four‐year institutions, whereas community colleges have only recently begun to see the necessity for such efforts. Resource development and private fundraising as a community college function have only been marginally understood and often are only instigated in times of financial crises. In today's educational arena, development needs to become a long‐term core function in order to maximize the funding base of community colleges. This article gives a brief look at the historical background of fundraising in community colleges, contrasts such efforts with the four‐year institutions, and discusses the matter of integrating resource development with institutional planning processes. Several examples of successful community college development efforts are given, along with a discussion of several planning models that might be used as guides for integrating resource development efforts with institutional planning.  相似文献

Community colleges are unique among higher education institutions in their potential access to local appropriations as well as state funding. A total of 26 states reported to the Education Commission of the States in 2001 that community colleges in their states received some share of local funding. Using data for 781 public community colleges, we explored the implications of resource dependency theory for mission differentiation between dual-funded and state-funded colleges. Significant differences were observed in their student bodies, programming, expenditures, and outcomes. These differences have implications for the increasing dependence on state funding for community colleges and the roles these institutions play.  相似文献

For over 30 years, researchers and practitioners have identified challenges unique to small, rural community colleges. The purpose of this study was to examine the distinctive problems facing rural community colleges today and the challenges those institutions must address to fulfill their mission in rural America. There are 5 current challenges commonly identified by 10 rural community college administrators in Kansas: technology use, grant writing, an evolving student population and corresponding changes to the mission, funding inequalities between institutions, and hiring qualified people. Identified challenges were compared with problems described in the literature from the last 30 years.  相似文献

本文以社会学理论和组织学理论为分析框架,研究中国高职院校正在经历的组织变革。在宏观层面上,在全球新自由主义的思潮下,高职院校正从社会公共机构向企业转变,将就业能力作为新的使命。在微观层面上,在新使命的影响下,高校在培养目标、专业发展、课程开发、教学方式、教师发展和内部管理方面发生了很大的变化。这些变化既符合以就业能力为核心竞争力的观点,也符合组织变革的冲击-反馈模式。一个潜在的后果是高职高专院校有可能退化为职前就业培训机构。  相似文献

Scholarship matters. It allows faculty to fulfill the responsibilities of their three academic citizenships--in their institutions, in their disciplines, and in higher education in general. Current standards for community college faculty scholarship, however, have excluded faculty from exercising academic citizenship outside of their institutions. The sector claim to a unique teaching mission has been used to exempt or exclude community college faculty from the scholarly obligations and responsibilities understood elsewhere in higher education. The absence of generally accepted norms for scholarly production and validation at most community colleges continues to set them apart from other institutions, including those also serving non-traditional open admissions students. By discouraging externally validated scholarship, community colleges deny their faculty an appropriate voice in higher education and deny the rest of higher education the important voice of community college faculty. By encouraging scholarship that meets the tests of external scrutiny, community colleges can provide their faculty with legitimate higher education citizenship beyond the institution.  相似文献

The publication of A Nation at Risk in 1983 triggered a series of major reform efforts in education that are still evolving. As part of the reform efforts, leaders began to refer to a Learning Revolution that would “place learning first by overhauling the traditional architecture of education.” The old architecture—time-bound, place-bound, role-bound, and bureaucracy-bound—was an artifact of earlier eras when school was designed for an agricultural and an industrial economy. It was easy for educational leaders to “place learning first” by changing their language. Vice Presidents of Academic Affairs became Vice Presidents of Learning; Learning Outcomes became the universal goal; the institutions became Learning Colleges. New mission and value statements began to appear in community college catalogs to reflect the new emphasis on learning. The American Association of Community Colleges joined the revolution with a new mission statement: “Building a nation of learners by advancing America's community colleges.” The really hard work was to “overhaul the traditional architecture.” This brief article takes a first step in suggesting what that “overhaul” might look like for departmental structures, workload formula, grading, late registration, and some of the time-bound artifacts. It is noted that the 5 examples are but the tip of the iceberg if community colleges are to fully engage the Learning Revolution.  相似文献

The purpose of this study is to analyze the recent development of Chinese vocational colleges from two perspectives: the adoption of employability as a new institutional mission and organizational changes in six areas. The analysis is based on a multiple-case study. The analytical frameworks are developed from sociological theory and organizational theory. This study argues that vocational colleges in China are experiencing substantial transformations. At the macro level, they are transforming from a social institution to industry under the neoliberal argument for globalization. Colleges adopt employability as their new mission. At the micro level, there are considerable changes under the influence of the new mission, in terms of program goal, program development, curriculum development, dominant pedagogy, faculty development, and internal management. The changes fit the rhetoric of employability as a core competency. There is a tendency that Chinese vocational higher education institutions will degenerate into training organizations for employment.  相似文献

We offered four annual professional development workshops called STAR (for Scientific Teaching, Assessment, and Resources) modeled after the National Academies Summer Institute (SI) on Undergraduate Education in Biology. In contrast to the SI focus on training faculty from research universities, STAR''s target was faculty from community colleges, 2-yr campuses, and public and private research universities. Because of the importance of community colleges and 2-yr institutions as entries to higher education, we wanted to determine whether the SI model can be successfully extended to this broader range of institutions. We surveyed the four cohorts; 47 STAR alumni responded to the online survey. The responses were separated into two groups based on the Carnegie undergraduate instructional program categories, faculty from seven associate''s and associate''s-dominant institutions (23) and faculty from nine institutions with primarily 4-yr degree programs (24). Both groups expressed the opinion that STAR had a positive impact on teaching, student learning, and engagement. The two groups reported using techniques of formative assessment and active learning with similar frequency. The mix of faculty from diverse institutions was viewed as enhancing the workshop experience. The present analysis indicates that the SI model for training faculty in scientific teaching can successfully be extended to a broad range of higher education institutions.  相似文献

A premise of the current criticism that community colleges are institutions that promote social tracking and inhibit social mobility was reviewed and analyzed. The relationship between the roles of the two‐year college and the research university as proposed by Harper and Lange was examined. The thesis that junior colleges emerged when universities supported their growth as feeder institutions was tested by the case history of the development of community colleges in Wyoming. Findings of this study were that: (a) the University's opposition did not halt the development of community colleges, (b) community colleges were comprehensive and community‐based from the outset in Wyoming, and (c) establishment of the transfer function was not predominant in the rationale for the community college movement. It was concluded that the stereotypic explanation of two‐year college development from transfer‐oriented “junior” colleges to comprehensive institutions may be incorrect, and that many two‐year colleges may have been comprehensive from inception.  相似文献

采用问卷调查法和访谈法,对蚌埠市七所地方院校体育资源向社区体育开放的现状进行了调研。结果显示,地方院校虽在体育专业人才、场地设施、教育信息等资源方面具有一定优势,但在参与社区体育活动、开放场馆设施、提供体育健身娱乐服务指导等方面力度不够。为了使地方院校体育资源更好地向社区体育开放延伸,就必须建立同社区体育联系协调的专门组织机构和培训机构,并构建合理有效的高校体育资源开放保障体系,以推动学校体育和社区体育的共同发展。  相似文献

In an analysis of 421 community college mission statements, I demonstrate how community colleges recontextualize a dominant discourse in which economic activity at the global scale transcends regulation, the nation-state lacks the moral authority to influence markets, and local communities have no choice but to adapt. Findings suggest that the community college has appropriated economic development as a mission priority and tacitly accommodated scalar relations typical of post-Fordism. On the other hand, a rival hypothesis suggests a competing trend in which colleges prepare and empower students to engage in sociopolitical processes at a global scale.  相似文献

A large number of new community college presidents will be hired in the next 5 years due to vacancies. New leaders must be prepared to lead their institutions through the challenges facing community colleges. Forty-one community college presidents in North Carolina participated in our research (70.7% response rate). We found that community college presidents’ perceptions of their management styles all fall within the “team management” orientation according to the Blake and Mouton Managerial Grid (Blake & Mouton, 1964). We then examined the financial management challenges faced by community college presidents and found empirical evidence regarding how community college presidents rank six of the most critical financial challenges identified in the literature. Presidents’ rankings of the six most critical financial challenges showed that the three most pressing concerns are maintaining student access during times of increasing educational costs, managing enrollment during times of decreasing state funding, and lowering costs without damaging academic quality.  相似文献

The author identifies two tendencies affecting higher education. On the one hand, universities and colleges are under pressure to become more market-oriented and to respond to rapid changes in information technology and knowledge production. On the other hand, there is a growing concern that they should work for the benefit of society, promoting social equity and responding to community needs. The author argues that partnerships between the community and institutions of higher education are an effective way of contributing to community development. He describes the potential of South Africa's historically disadvantaged institutions to contribute to reconstruction and development in the aftermath of apartheid.  相似文献
