The following article is based on an analysis of selected examples from the approximately 2500 main articles that have been published in the International Review of Education (IRE) since its inception in 1931 until the fall of 2001. The scope of the topic is education within developing countries and the promotion of such education by industrialised countries and development agencies. After an introduction on the growth of the concern over education and development over seven decades of the journal, three themes are looked at in some more detail: (1) The discussion on nationalism versus internationalism in education, a theme that bears clear relevance to the field "Education and Development" and has been with the journal from its inception but on which one finds more emphasis in the earlier volumes. (2) The language of instruction in developing countries. This theme has also been with the journal from its inception and it is still much debated. (3) The effects of external aid on the education sector in developing countries. Though massive economic aid in the form of grants or loans to the education sector in developing countries is of more recent nature external influence on the education sector has been there since colonial times.  相似文献

Environmental degradation is a general problem but it is often more serious in developing nations where levels of awareness are lower than in industrialized countries. There is, therefore, a need particularly in developing countries to increase pro-environmental attitudes and behaviors. In this paper, we report the results of a quasi-experimental study designed to change environmental attitudes and environmental behaviors among 263 science pre-service teachers. The treatment consisted in the form of a green chemistry curriculum. We found statistically reliable changes in environmental attitudes, as measured by the New Ecological Paradigm, and in eight self-reported environmental behaviors. The Bayesian t-test suggests that the evidence for the changes to have been the result of the green chemistry curriculum is decisive. We conclude that the green chemistry curriculum constitutes a suitable context: (a) for supporting pre-service teachers in their development of pro-environmental attitudes and (b) for changing the levels of self-reported pro-environmental actions.  相似文献

Abstract

Purpose: Communication for Development (C4D) is a new academic discipline and profession for addressing human dimension concerns in development, such as local participation, integration and capacity building, which are the main issues limiting aid effectiveness. However, my experience in Malawi, one of the poorest countries in Africa and where a multitude of international development experts attempt to bring about change have, perhaps, never heard about C4D. When the concept was explained, these officials felt C4D was precisely what Malawi and developing countries, need. It left me feeling that the success rate of poverty-reduction programming could be greater if C4D education was provided for development decision-makers and field staff, especially agricultural extension workers.

Design/methodology/approach: The paper is a critical review of the literature on the role of agricultural extension education in development, focusing on how C4D can strengthen extension performance.

Findings: The study found that development policymakers in Malawi, governmental, nongovernmental, bilateral and multilateral, support the C4D idea once they become knowledgeable about it.

Practical implications: Therefore, the practical implication is that educating policymakers about C4D will increase donor investments in pilot C4D projects, a strengthening of agricultural extension systems, and success of poverty-reduction programs.

Originality/value: It is hoped that readers will find the C4D strategy stimulating, the author's experience enlightening, and the C4D proposal an innovative way of improving aid effectiveness.  相似文献

The opportunities for increasing student contributions to the costs of higher education are many. Student loans have received much attention both in literature and in practice. While they have not always worked well, we have argued that suitably reformed, they can constitute a productive, though limited, mechanism for cost recovery. In certain countries, however, other mechanisms may be more appropriate. Indeed, the policy maker is presented with a wide menu of policy choices, though some creativity may be required in their application to particular local settings. Currently, loan programs exist in over 50 developing and industrial countries, and have been introduced most commonly to assist students to pay their living expenses.In order to improve financial effectiveness, programs should be targeted toward the most needy and able students. Hidden subsidies should be limited by charging positive real interest rates, combined with repayment plans that take account of the likely pattern of graduate earnings. Default reductions require that loan programs be managed by institutions with the capacity and financial incentives to collect - namely banks, private collection agencies, or taxation departments. Such reforms offer great potential to transform small programs into relatively efficient forms of student support.Larger programs, however, may be more difficult to manage. Some countries have considered alternatives which preserve the basic concept of paying for education from future income. The most notable is a graduate tax in which a student pays a fixed percentage of income over the entire working life, regardless of how much is repaid. Another option is national service which require students to perform socially productive work in exchange for part or all of education costs. In the presence of an effective tax system, a graduate tax could bring in significantly more revenue than traditional loan programs. Besides improved financial efficiency, income contingent payments may be more equitable since they limit the risk to poorer students. In countries with weak taxation systems, this option may not be feasible.  相似文献

Abstract

Purpose: This review paper presents an overview of changes in agricultural extension on a global scale and helps to characterise on-going developments in extension practice.

Design/methodology/approach: Through a critique and synthesis of literature the paper focuses on global political changes which have led to widespread changes from production- to market-oriented extension systems and goes on to discuss pressures on unsustainable public extension systems to reform.

Findings: It is estimated that there are over 800,000 official extension personnel globally, most of whom work in the public sector in developing countries. This review highlights the important consequences for developing countries of global extension reform and the high percentages of farmers reliant on agriculture, making effective agricultural extension a key strategy in tackling poverty and strengthening rural development. It outlines the manner in which governments around the globe have experimented with alternative approaches to extension reform, such as privatisation and cooperatives, and demonstrates how public sector extension has come to be viewed as problematic.

Practical implications: This paper identifies the practical realities of adopting alternative approaches to extension, especially in the context of poverty. It considers the challenges in reforming extension to act as facilitator and enabler, rather than as service provider, and the difficulties in moving towards reforms that promote pluralism and innovation.

Originality/value: This paper contributes to current global debates on reforming agricultural extension by providing learning of how extension services have changed. The paper provides new insights from which lessons can be drawn for future extension reform.  相似文献

ABSTRACT

Information and Communication Technologies (ICT) have had significant impacts on many sectors in today’s knowledge economy. In developing and emerging countries, ICT have enhanced equity, quality, and efficiency in the education sector. However, the adoption of ICT in the South Asian countries’ education sector has not been at scale and its impacts have been limited. There are several gaps and issues that are hindering the wider adoption of ICT and limiting its impacts in the education sector. Through the case studies of the adoption of ICT for education in Bangladesh and Nepal, this paper examines the gaps and issues to be addressed in order to better leverage ICT to enhance education equity, quality, and efficiency. This discussion is guided by the ICT in the education framework that has been developed by the authors, and could provide insights into the state of ICT in education and offer strategies to better leverage ICT for the education sector of other countries in South Asia and the region.  相似文献

This paper provides an overview and analysis of the role of practical experience within pre‐service and in‐service programmes of teacher education. The increasing importance of practical experience is noted and the variety of forms of partnership between Universities and schools are reviewed. The paper argues (i) for a stronger theoretical articulation of the relationship between the practicum and overall course design, (ii) for greater co‐operation between European countries in developing studies around this common element in all courses and (in) for intellectual links with newly emerging and closely related theories of learning and curriculum.  相似文献

Abstract

The article looks at how some of the developing countries are seeking to improve both the external and internal efficiency of their educational systems. It considers the question of access and the fairness or equity of that access, and also how the developing world is testing innovative instructional methods as alternatives to traditional methods. The concept of scientific literacy is now widely used to represent goal statements for science education. These tend to be remarkably similar in developing and developed countries. It is argued that, although this is desirable idealistically, a more realistic approach is required in determining priorities, given the differing cultural and economic contexts of science education. Exposure to science and technology varies in developed and developing countries, yet students in both contexts have difficulty defining science. However, the problem of equating science with progress, but not understanding why, is most acute in developing countries, for it leads to blind faith.

Many students in developing countries receive a limited exposure to science, those in developed countries are bombarded, The question for both is what is most important for them to know. The recognition of science as process is offered as a solution.  相似文献

Cross-cultural immersion experiences have been considered to be an effective way to prepare American pre-service teachers for culturally responsive pedagogical practices. The literature review shows few studies have investigated pre-service teachers' cross-cultural experiences in non-English speaking countries, specifically Asian countries. This qualitative study examined ten American elementary pre-service teachers' teaching and learning experiences in China. Five themes emerged from the data analysis: understanding and respecting Chinese culture; developing empathetic dispositions towards non-English speaking students; exchanging teaching strategies and resources; reflecting on professional and personal growth; and initiating a proactive stance as culturally responsive change agents. Additionally, the study revealed that having two separate Chinese field placements may have differing pre-service teachers' teaching and learning experiences. Varying types of opportunities to study abroad are on the rise. Recommendations are provided for the type of cultural immersion experience that encourages neophyte educators to not only learn about others, but also learn from and with others.  相似文献

Abstract

Purpose: In this article we illustrate the importance of understanding the risk profiles of new technologies, in addition to the changes in productivity, to be able to determine strategies for agricultural development.

Design/methodology/approach: The analysis is based on data obtained from a 2002 survey of subsistence farmers in the Kilimanjaro region of Tanzania, and a Just and Pope (1978) framework is used for modeling risk.

Findings: We find that even if extension services do not increase the mean production, it may reduce production risk.

Practical implication and originality/value: During the past decades, agricultural extension and subsidized conventional inputs such as high-yielding seed varieties, fertilizer and pesticides, have become important components of agricultural aid programs in developing countries. However, outcomes of this type of aid are somewhat ambiguous, and many donor countries have reduced their support in response. For the most part, evaluation of these programs employs total factor productivity analysis to estimate the changes in productivity resulting from investment in aid programs. However, risk-averse, small-scale farmers will consider both the variance in output and the expected mean. They may therefore choose input levels that differ from the optimal input levels of risk-neutral producers, who consider only the expected mean. Programs can therefore have a positive effect because they reduce risk, even if the direct impact on production is limited.  相似文献

This paper reviews the recently introduced National Higher Education ranking system in Indonesia in order to evaluate its potential as a sustainable model to improve the quality of higher education in the country. It is a scaffold towards an established world-universities ranking system that may prove formidable for a developing country. This ranking system is based on four quality criteria, namely quality of academics, of management, of research and of students, each with its own weighting factor and scale. It is found that the actions and inactions of institutions vis á vis their continuous quality improvement may reflect their ranks. In countries where the thirst for higher education is high such as in developing countries, institutions’ ranks play a decisive competitive role. A rational, transparent, bona fide and dependable national ranking system is realistic in helping to improve the quality of higher education in the country.  相似文献

ABSTRACT

Developing countries have significantly expanded efforts to import more flexible short-cycle institutions based on the United States community college model. The U.S. community college model addresses human capital needs of the labor market in developing countries by increasing access to an affordable education. However, there is limited research on the effects of importing the U.S. community college model on economic growth. This study addressed this gap by examining the effects of importing the U.S. community college model on macroeconomic growth in developing countries that have engaged in partnerships via the Community College for International Development (CCID). A longitudinal analysis of macroeconomic growth of 176 countries from 1995–2014 was conducted. The results provide evidence for the positive economic impact of community college capacity development in developing countries, as well as a comparative advantage of labor for developing countries that have engaged in partnerships. Abstract

Education reforms worldwide, in both developed and developing countries, address the content of education programmes and/or changes education systems. There are different paths, and different socioeconomic contexts, for those nations which pursue education reform, and Vietnam makes for an instructive example. The country’s socioeconomic renovation, known as Doi Moi since the late 1980s, has put forward the discourse of socialisation, which generally advocates greater public participation in all areas of society. Although socialisation has been the central ideology of the Doi Moi process, there is still a dispute about its meaning and implications. This paper contributes to debates about reforms by examining the discourse of socialisation in Vietnam through analysis of government documents and public opinion in various media. These secondary documents on education socialisation in Vietnam, highlight the institutionalisation of education socialisation in an apparent movement from general public participation to a form of privatisation. This institutionalisation has dramatically transformed the conditions of people’s access to education in Vietnam.  相似文献

The population of urban migrants in developing countries has received little specific notice within the field of adult education, although, because of its size and importance to the economic and social development of much of the world, this group deserves significant attention. Examination of urban migrants as learners provides important insight for policies and programmes that support developing their creative potential, building on individual and community strengths. Two characteristics of the motivation and learning needs of urban migrants stand out. First, individual characteristics relating to personality or motivation somehow differentiate migrants from non‐migrants, beyond generalized economic or macro‐level factors that affect migration decisions. On the other hand, it appears that group learning processes that incorporate the participation of the members and build on their networks, motivation, and coping skills, are particularly effective. Both of these aspects are important in identifying appropriate policies and programmes that stimulate the positive potential of this group. This paper examines evidence related to the demographic and cognitive characteristics of the urban migrant population in developing countries, how these relate to the learning tasks facing this group, and the implications for successful adult education programmes. In addition, these characteristics have implications for broader policies designed to take advantage of the role that communities of urban migrants can play, within a more participative development approach.  相似文献

Purpose: The sector-wide approach currently dominates as the strategy for developing the agricultural sector of many African countries. Although recognised that collaborative agricultural research is vital in ensuring success of sector-wide agricultural development strategies; there have been few efforts to understand the dynamics of national agricultural research/development networks in Africa. This study fills this gap by analysing the dynamics of networking and interactions between institutions in the National Agricultural Research System in Malawi. Design/Methodology/Approach: The study sampled actors in the National Agricultural Research System in Malawi, which included the main public agricultural research department, academic institutions, semi-autonomous research institutions, private companies and international agricultural research institutions. Data was analysed using Social Network Analysis. Findings: Results demonstrate that public agricultural research departments play a central coordinating role in facilitating information sharing; with other actors remaining on the periphery. However, it also shows the important role other actors play to relay information to a wider network of stakeholders. These secondary information pathways can play a very crucial role in ensuring successful implementation of the national agricultural research agenda. Practical implication: Policy-makers are called upon to integrate other research actors into the mainstream national agricultural research information network. This is vital as other research actors are, at the global level, increasingly taking up a greater role in financing and disseminating research and research results. Originality/Value: The study contributes greatly towards knowledge needed for continuing the transformation of African agricultural research; and aligning the African agricultural research vision and practice with the emerging global agricultural research paradigm.  相似文献

This paper articulates lessons learned about without-prejudice teaching and learning from a researcher-practitioner who has experience in both developing and developed contexts. Developing countries often look to Western countries for education standards, but Western countries rarely look to developing contexts where theory is being generated about divisions and access to education. This comparative study integrates lessons learned from both contexts. It uses an auto-ethnographic methodology and draws upon phenomenographic research and critical theory. The need for emic (insider) without-prejudice teaching and learning practices is articulated in three lessons: 1. culture privileges for or prejudices against students’ access to education; 2. beliefs systems allow or deny access to learning opportunities and environments; and 3. student–teacher relationship can interrupt prejudice.  相似文献

Improving healthcare services in the developing world remains a major goal for many organizations and despite enormous training and program investments from international organizations, service improvements have been modest. This study looks at how to improve results by examining the relationship between the conditions in a healthcare providers' work environment and his or her performance. Drawing upon a human performance model that assumes that performance expectations, timely feedback, adequate environment, incentives, and skills and knowledge are required for a worker to perform well, this study explores how these conditions might affect healthcare provider performance in four countries. The study successfully shows that although multiple conditions were deficient or missing in every country, significant association is found between the performance of workers and conditions in the workers environment. Further, when viewed across all countries, non‐monetary incentives is the most powerful “predictor‘ of performance when compared with other factors. Of particular interest to Performance Improvement practitioners, knowledge and skills surfaced as important in only three of eight possible cases (with multiple cases in each country)—the least influential factor overall.  相似文献

ABSTRACT

International fieldschools to developing countries have become an important component of the university curriculum because they provide experiential learning and research skills, while also contributing a range of soft skills such as resilience, empathy, resourcefulness, critical thinking, and cross-cultural communication. Yet, with the increasing popularity of ‘developing world’ fieldschools, an ever-more pertinent question to ask is, cui bono? Who benefits when relatively ‘privileged’ students from wealthy countries travel to visit ‘underprivileged’ communities in poorer parts of the world? In this article, we contribute to the discussion about fieldschool reciprocity using data from a newly established program in Northern Uganda, established as part of the University of New South Wales’ UNSW2025 strategy. We show that a whole-of-university approach has significant benefits for staff and students from both institutions, more diffuse benefits for the wider Ugandan host community, as well as the potential to create synergies to leverage community transformation. We also look at challenges that include: power differentials, uncertainty in the field environment, sustainability, and the ability to maintain collaborative equity between institutions over the long term.  相似文献
