20世纪美国基础教育改革政策在演变过程中,始终以公平和效益作为基本的价值或目标取向。但不同时期,由于国内与国际形势变化及基础教育改革的任务不同,基础教育改革政策的价值取向表现出了从追求教育公平或教育效益到兼顾教育公平与教育效益的发展;教育改革政策的制定与实施经历了从非官方组织到联邦政府,从联邦政府到非官方组织,再到联邦与地方组织相结合的变化;教育改革措施也经历了从对公立教育制度进行部分改革、整体改革到最终建立新型学校的不断调整。探讨美国基础教育改革政策的演进过程,不仅有助于我们把握美国基础教育改革政策的基本特点与走向,而且对制定和完善我国目前的基础教育改革政策也有所裨益。  相似文献

提高教育质量是教育改革中持久不衰的话题,20世纪80年代以来,美国经历了新一轮的教育改革高潮,在这个过程中,学校效能研究的开展为这场改革提供了知识基础、政策来源和实践指导,并形成了一种以实证研究为先导的美国教育政策制订的新模式.尽管学校效能研究也不断遭到各方面的批评,但学校效能研究所取得的巨大成果以及它所带来的政策模式的变化,却是众所公认的知识和经验的财富,值得我们学习和参考,其研究中的不足也值得我们借鉴和克服.本文通过对美国学校效能研究的发展历程的回顾和分析,探讨其经验与教训,反思其不足.  相似文献

研究以中国知网作为文献数据来源,利用Bicomb软件及SPSS软件绘制了我国1985-2015年教育政策学中关于教育政策评估226篇文献的热点知识图谱.研究结果表明,教育政策评估主要围绕农村义务教育均衡发展的政策评估、教育政策评估指标体系、农村义务教育与两免一补的教育政策监测与评估及其执行、教育政策评估标准、国外教育政策评估机制、教育质量评估政策的制度分析和教育政策绩效评估及其政策建议等七个领域展开.当然,我国教育政策评估研究还需要在评估方法、预评估、评估模式和评估类型等方面不断拓展研究领域,从而促进教育政策评估研究愈加完善和成熟.  相似文献

Abstract

The author conducted sampling and statistical analysis of papers on education policy research collected by the China National Knowledge Infrastructure in the period from the years 2004–2013. Under the current state of education policy research in China, the number of papers correlates positively with the year; the papers are concentrated in education journals; the researchers are primarily associated with institutions of higher education; and the studies cover a broad range of topics, while emphasizing the practice of education policy. The development trends of education policy research in China include a general rising trend for research on education policy; in the future, researchers from institutions of higher education will continue to be a dominant force in education policy research, and the authors’ regional distribution will continue to be imbalanced; education policy research will focus more on educational equity and improved quality, and studies of foreign education policies will continue to be a topic of interest.  相似文献

全球经济一体化使全球的教育政策步入隐性变革时代。从全球化视角考量,教育政策发生隐性变革有其深层原因:全球化促使全球教育的本质和功能发生演变,全球化促使教育的管理理念发生演变,全球化促使教育走向国际化。在形式上,全球语境下教育政策隐性变革是在两个相反向度上突显出来的,即同质建构与异质解构的趋势并存。由于新形式的教育模式和政策的不断涌现,这两种反向趋势始终处于不断交汇融合的竞争状态。从教育实践的角度看,教育政策隐性变革特点主要表现在以下四个方面:民族国家对教育政策的重新阐释,民族国家对教育政策干预力度加强,教育政策时效性增强,教育政策应对意识和服务功能增强。全球化语境下教育政策未来将有四大发展趋势:第一,未来民族国家教育政策的制定将更多地依附于全球语境;第二,教育政策的制定将朝着多元化和多层治理的趋势发展;第三,未来教育政策的制定将以培养国民全球能力和终身就业能力为主要目标;第四,教育政策作为民族国家经济发展的助推剂的指导作用将日益彰显和巩固。  相似文献

ABSTRACT

While research investigating the mediatisation of education policy has primarily been undertaken in school contexts, this paper reports on a study conducted in the context of early childhood education. The paper examines how a major policy in early childhood education in Australia – the National Quality Framework – has been mediatised in selected newspapers. Drawing on Foucauldian, critical discourse analysis and mediatisation theorising, we utilised the corpus linguistic tools of WordSmith Tools 6.0 to inform content analyses of 121 articles from two major media corporations, News Corp and Fairfax. Our findings highlight the utility of treating our data as two distinct corpora, with each corporation found to have utilised discursive technologies to proffer competing positionings of the Framework. The contested nature of the Framework – generally purported in Fairfax to be a tool that supports quality early education, as opposed to News Corp’s framing of the policy as one that inhibits affordable childcare – poses implications for which advocacy groups are regarded by the media as having authority and thus likely to influence policy through the reporting of their voices. Implications for newspaper media as a discursive influence on parents’ childcare decision-making are also considered.  相似文献

This article reviews current policy trends concerning the practice of ability grouping in K–12 science education. Relevant statements of key policy-making, policy-influencing organizations such as the NSTA, AAAS, NSF, the National Research Council, the U.S. Office of Education Department of Civil Rights, NAACP, the National Governors' Association, programs related to the Jacob Javits Grants for the Gifted and Talented, and others are summarized. The author's interpretation of the various positions are presented herein. The article also explores the research base supporting the various policies on grouping by examining selected general research literature on grouping, followed by research that is science education specific. Methodological issues color the research findings. The ethical and pragmatic implications of developing research and policy are discussed. The conclusions are that there is a dearth of recent empirical research specifically related to ability grouping in science, and that the time is ripe for the concerted development of a research agenda by key players in science education reform. Moreover, as controversial and value-laden as the topic is, it should be noted that grouping practices alone are unlikely to influence science education reform unless considered in the context of comprehensive restructuring efforts at the local school level.  相似文献

This paper reports a study of the education policy research efforts at the Brookings Institution, a leading non-profit public policy research organization (think tank) in the United States. The data for this study was derived from on-site interviews, the Brookings Institution library as well as archival materials. The on-site interviews took place during the summer of 1996, and focused on contextual factors, including a review of research efforts in education policy at Brookings. The data from the interviews and those from the library and archival collections were analyzed in conjunction with each other. The findings of this study show that the Brookings Institution has a long history of involvement in education policy research in the United States. The findings also reveal that a number of factors work together in policy research efforts at Brookings, including a progressive trend of involvement in education policy over time, availability of a critical concentration of scholars with some degree of interest in education reform, and an organizational climate conducive to research on innovative education policies. The latter includes a sense of cohesiveness, and mutual understanding and respect between the scholars and administrators. Strong administrative support, as well as technical support for research and dissemination of research findings, are key factors. These findings should help educational researchers, policy makers and administrators gain a clear picture of the role of a leading public policy research organization in education reform, and provide a basis for researching the role of think tanks in education policy.  相似文献

When the National Literacy Strategy was implemented in September 1998, Kate Wall was teaching at a junior school in the southwest of England. She became keenly aware of the effects it had on herself as a practitioner, her colleagues and the children identified with special educational needs (SEN) in her class. Now, as an educational researcher, she has had the opportunity to look at the policy changes in literacy education from a new perspective. This paper is set against a history of school funding policies in Australia that begins with the first public policy recognition of the disadvantages experienced by government and non-government schools in the 1973 Schools in Australia (Karmel) Report. The paper traces a history of school funding policy linking it with the current backlash against public education and retaliatory backlash constructions of public schools as the new disadvantaged in an increasingly competitive and deregulated school funding policy environment. These backlashes, argued to be against the indiscriminate funding of independent schools policy by several protagonists of public education, are framed in terms equivalent to what Lingard and Douglas (1999) have called ‘recuperative’ politics. From the kind of recuperative statist politics considered in this paper, construing the backlash effects of public and private schools as damaging and unproductive as those emerging from the gender wars in education policy, I propose a move to an Australian school funding arrangement in which all schools, both public and private, are integrated into one deregulated and equally funded sector, as typify diverse school provisions in several OECD polities (Caldwell 2004, FitzGerald 2004).While briefly tracing a school funding policy chronology, this paper also concentrates on the current policy moment in relation to school funding, that signals the end of distinctive public and private education sectors, and in the context of which it argues that private schools should be funded equally to state schools, a trend in evidence since 1996. The focus on the current policy moment entails an abbreviated analysis of the Fitzgerald Report (‘Governments Working Together: A Better Future for All Australians’ 2004), which makes a number of recommendations to the Victorian and other governments in relation to the public funding of all Australian schools1. The paper addresses the impact of this trend especially on the funding of Australian Catholic schools.  相似文献

This special issue of Economics of Education Review is a collection of papers presented at the 2nd Conference on the Economics of Education Policy, organized jointly by Dhurakij Pundit University (DPU), Thailand, and the Australian National University (ANU). The issue illustrates and promotes the role of empirical research for critical policy questions for government. The papers represent a shared commitment by an international group of economics of education researchers to the value, indeed necessity, of methodologically strong empirical evidence as a basis for all policy reform. The selection of papers has been guided by judgments concerning two issues: (i) is the research question posed of central importance to education policy-makers, in terms of its contribution to the effective operation of the labor market or for its relevance to equity and access? and (ii) are the methods and data used in the analyses characterized by both outstanding quality and careful application?  相似文献
