The directions of the development and implementation of the new scientific and information policy of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences are considered. The purpose of this paper is to evaluate the potential of the Institute as a multifunctional information center that widely uses modern information and communications technologies and electronic information resources. Promising approaches are considered to deeper processing of information, multivariate analysis of collected data, and the possibility of establishing the actual types of information products and services that are focused on decision support in scientific, technical, and industrial applications, and, indirectly, in the economy as a whole. 相似文献

This paper describes the problem-thematic structure of the database on literary studies that is formed at the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences (INION). The principles and properties of analytical synthetic processing of documents and queries based on a set of linguistic means of the system are described. The strategies for information searches by queries of different complexity are considered. This paper analyzes aims and objectives that are related to the development of a bibliographic database on philosophy. This database has been developed by the Institute of Scientific Information on Social Sciences (INION) of the Russian Academy of Sciences for more than 30 years. The topical structure of the branch database for philosophy is described. The principles that underpin the content processing of documents and queries based on a set of linguistic tools are presented. It is noted that it is necessary to provide access to external (domestic and foreign) electronic resources in order to improve the quality of research and information support that is provided to the consumers of information in the field of philosophy. 相似文献

This paper outlines the reasons that open access resources are required and the developmental patterns of open access models,
as well as the advantages and disadvantages of open access information flows; it introduces a navigator that has been created
as a tool for the use of open access resources. It also contains an analysis of statistical data about the use of this tool,
including the results of surveys and interviews with the experts from one of the top research institutes of the Siberian Branch

Currently important Russian and foreign sources of scientific and technical information related to robotics are discussed. An attempt is made to analyze scientific and technical periodicals of the relevant subject matter, selected from the global knowledgebase of periodicals, that is, Ulrich’s Directory of Periodicals. Leading scientific serials attributed to robotics that have the best bibliometric indicators according to the global information and analytical systems Scopus and Web of Science are identified. The specific features of the classification of the subject matter in various classification systems and rubricators for scientific and technical information are considered. Special attention is given to Russian scientific periodicals on robotics included in Russian scientific electronic library (eLibrary.ru) and information resources of All-Russian Institute for Scientific and Technical Information of Russian Academy of Sciences (VINITI RAS). The databank on ecology and environmental protection reported in this paper is a part of the Integral Data Bank, which, in turn, is a part of an internet information resource of the Branch of Geology, Geophysics, Geochemistry, and Mining Sciences, Russian Academy of Sciences. An information medium for the Earth sciences is created in the Russian Academy of Sciences within the subprogram “Electronic Earth: Scientific Information Resources and Information Communication Technologies” of the Program no. 15 “Development of Fundamentals for Creation of Distributed Scientific Information and Computation Medium Based on GRID Technology”. In the framework of this project, the Rubrication of the All-Russian Institute of Scientific and Technical Information (VINITI) of the Russian Academy of Sciences is used to describe the structure of data put into the databanks of the Electronic Earth portal system. Changes that are occurring in the information space of science are discussed. It is shown that global trends in this area, first of all the internetization of scientific communication and dissemination of open access to scientific publications, led to the occurrence of new methods of Scientometrics, namely, webometrics. Global and domestic webometric methods for creating indexes are described. The features of the Russian webometric index are listed. We conclude that the creation of a more complete and differentiated national index along with the world webometric index is advisable for adequate monitoring of the electronic resources of Russian science. Use of the experience of the Institute of Scientific and Educational Information of the Russian Academy of Education as a platform of the national experience index is proposed. 相似文献
