Public organizations are looking for new ways to use digital technologies to increase the efficiency of their internal processes and improve their interactions with clients, whether citizens or businesses. In response, scholars suggest that public organizations be proactive in digital public services such that the organizations approach their clients, rather than the other way around. In the most extreme form of proactivity, clients do not have to do anything to receive a public service. Although various examples of proactive public services are in use, how proactivity changes the conceptual understanding of digital public services remains unclear. Therefore, we derive the changes that proactivity causes in a conceptualization of digital public service by means of a conceptual analysis through the lens of a seminal theoretical work on proactivity. The results indicate that proactivity can ensure equal accessibility to a subset of public services, rely on more comprehensive integration of IT systems on the back end, and change how value is co-created in the service process. We formulate the changes as propositions that future work can investigate empirically and discuss proactive digital public services as a way to reduce clients' administrative burden. We contribute to theory by clarifying the conceptual changes in digital public services that proactivity invokes and call for joint research by scholars of public administration, information systems, and service management to relate the research streams of administrative burden and proactive digital public service.  相似文献

Establishing Suggested Practices Regarding Single Sign-On (ESPReSSO) is an initiative of the National Information Standards Organization (NISO), which is developing a set of recommended practices for the authentication of authorized users to licensed external resources utilizing single sign-on (SSO) technologies. One benefit of SSO authentication is that it significantly reduces the need for IP range management for individual institutions and service providers. [目的/意义]界定个人数字数据的范畴与价值,分析个人数字数据的主要类型、存储方式和面临风险,探讨以图书馆为依托的个人数字数据存档与管理的服务模式,以期为我国图书馆在移动互联网时代开展私人定制的个人信息服务提供思路与借鉴。[方法/过程]综合应用网站调研法和案例分析法,以较早开展个人数字数据存档和管理服务、具有较大社会影响的美国国会图书馆、美国坎贝尔郡公共图书馆、大英图书馆以及加拿大国家图书馆和档案馆等为例,深入调查和剖析这些图书馆在个人数字数据存档与管理方面的服务方式和服务特点。[结果/结论]我国图书馆可依托其公益性服务机构的定位,凭借自身多年来在数字信息资源的组织、存储、管理与服务方面的优势经验,结合不同用户群体、不同私隐级别、不同数据类型的个人数字数据的特点,在服务对象、服务内容、服务方式和维护管理等方面开展更具个性化的、嵌入式的个人数字数据的存档与管理服务。  相似文献

A recent line of e-government research has emphasized the importance of interorganizational information sharing in the public domain. This research extends these information-sharing dimensions to explore information sharing relative to service performance. It utilizes a time-critical information services (TCIS) conceptual framework as an analytical lens. TCIS highlights multiple dimensions of information sharing, including operational, organizational, and governance factors as well as timeliness and quality as key performance metrics. A case study approach was employed to examine the exchange of performance-related information in a key time information critical service: a county-wide emergency medical services (EMS) system. The paper first explains the theoretical foundations for the study, stemming from interorganizational systems (IOS) literature, e-government IOS, and even more specifically, IOS in emergency medical services (EMS). The paper discusses performance measures in EMS, describes the TCIS analytical lens, the study methodology, and the case study under investigation. Case study findings are reported along operational, organizational, and governance dimensions. In general, the case study illustrates promising factors that can enhance information sharing across organizations, while noting that considerable gaps remain in achieving an end-to-end IT-enabled performance approach. Future research should aim to better understand how to overcome these gaps, including addressing the usability constraints that can confront professionals working in time information critical circumstances, such as trauma conditions.  相似文献

[目的/意义] 立足国家科技信息资源管理的整体效益,以增强国家科技信息资源综合治理能力为目标,调查科学数据与科研档案管理协同的发展现状,探索相关推进策略。[方法/过程] 综合运用实地调查法、网络调查法、文献研究法、比较研究法和行动研究法,收集中、美、英、澳4个国家的科技主管部门、档案主管部门、科研资助机构、科研机构、科学数据管理机构、档案机构及相关国际组织的相关政策文本和实践材料,展开内容分析和后续研究。[结果/结论] 在政策层面,科学数据管理政策中与档案相关的规定集中体现在将档案馆视作存储基础设施及将归档视为科学数据管理活动;科研档案管理政策中与科学数据相关的规定集中体现在承认科学数据的档案属性,并将其纳入归档范围;科研资助机构的政策要求明确科学数据的归档和保存问题。在实践层面,国外在组织、政策、业务、服务等方面形成相对丰富的协同实践,国内的协同实践则刚刚起步。最后,从体制机制、政策体系、协作模式、业务融合、服务支撑、人才培养等方面提出推进管理协同的发展建议。  相似文献

The impact of mobile technology on governance and development has attracted significant interest in Information and Communication Technology (ICT) for Development and Electronic Governance communities. There is growing consensus that governance mechanisms must complement access to technology to achieve greater impact on development. However, few or no rigorous research exists to show how such mechanisms can support the delivery of mobile services to vulnerable groups. This study fills this important gap by first providing a conceptual framework, based on the Choice Framework and the Structuration Theory, to elaborate on the relationship between ICT, governance and citizen capabilities. Second, the framework is applied to analyze livelihood needs of 45 women head porters interviewed in Accra. Third, as all women under study have access to mobile phones, we determine which governance mechanisms are needed to support the delivery of mobile services to them. Results show that three governance mechanisms enable the contribution of mobile technology to meeting the livelihood needs of this group: 1) updating financial and telecommunication regulations to enable the provision of mobile-based services e.g. mobile microfinance, to vulnerable groups; 2) mobilizing local communities in the production of local contents; and 3) engaging non-governmental organizations in building capacity of government agencies in mobile service delivery and in training vulnerable communities in effective use of mobile technology to access information and services critical to their needs. We conclude by discussing the use of the Structuration Theory along with the Choice Framework to shape development processes based on citizen needs and by discussing the applicability of our framework to similar vulnerable groups.  相似文献

Knowledge management, like clinical governance, is a practical science. Clinical governance, with its emphasis on creating an environment where clinical quality is monitored and acted upon, is one of the foundation stones of the new National Health Service (NHS). Both knowledge management and clinical governance need to share the same criteria in order to operate. Using these two pragmatic concepts and the premise of a practical approach, this article seeks to identify the drivers for knowledge management in the NHS, highlight national initiatives and focus on the steps libraries in the south-west of England have taken to make knowledge management a reality.
