This study examines the digital divide between the Jewish majority and Arab minority in Israeli society as manifested by Internet access and patterns of use. The goals of this paper were to examine the digital divide between these two groups and to identify the factors that influence these gaps. The study is based on data from the Israel Central Bureau of Statistics Annual Social Survey, collected in 2011 through face-to-face interviews of 5872 interviewees aged 20–65 years. Jews were found to have an advantage over Arabs in terms of Internet access and in terms of the two types of uses: capital-enhancing and recreational. Our important conclusion is that, theoretically, with background variables being the same, the first-level digital divide between Jews and Arabs can be considered closed; in contrast, the second-level digital divide remains even if human resources in both groups are the same. This gives reason to assume that beyond the impact of human resources, the second-level digital divide between Jews and Arabs originated from their cultural background. Israeli Arabs are a unique minority indigenous group with two affinities – to Israeli modern society (because of citizenship) and to the Arab traditional world (because of their religious and cultural roots). Closing digital gaps requires changes in basic social, economic, and cultural aspects of the Arab sector on the individual level, i.e., personal motivation, as well as on the community level, including collective sociocultural preferences.  相似文献

SUMMARY

The electronic resources (ER) librarian has a social responsibility to be knowledgeable about the digital divide. Discourse on the digital divide began in the mid-1990s and continues today. Data analysis reveals that divides still exist, particularly when considering income, education, region, disability, age, and race. Librarians face many challenges to take on the digital divide. These challenges include issues of access, content, technical literacy, privacy, civic participation, education, employment, non-use, and political debate. Yet for each challenge, there is an opportunity for the ER librarians to thrive while they face down the digital divide.  相似文献

Internet diffusion is not homogeneous and depends on many factors. This study uses data from the Canadian Internet Use Survey (CIUS) to explore the extent demographic variables affect Internet use by individuals in Canada. A logistic model confirms that certain factors, educational attainment, and geography in particular influence Internet use in Canada, controlling for age and income. Education maintains a strong, significant impact on Internet use such that the odds of using the Internet are about three times greater for someone who has some post-secondary education than someone who has, at most, a high school education. An urban–rural digital divide persists in Canada with the odds of using the Internet being almost one-and-a-half times greater for someone who lives in an urban area. While language also has a large effect on Internet use, the presence of children in households no longer seems to be a significant factor. This study thus underscores the changing digital environment in Canada and the need for adaptive, flexible policies addressing national connectivity issues and, in particular, broadband Internet availability.  相似文献

In this study, we examine gender inequality in the use of the Korean central government website in 2010. Adapting the digital divide and the gender differentiation hypothesis, we analyze e-government users and the determinants of their demand for e-government websites. Specifically, after controlling for socio-economic factors and family characteristics as demand determinants, we test whether gender inequality in e-government access and usage persists across central government units that provide differentiated public services. Our regression results indicate (i) no persistent gender inequality, supporting the gender differentiation hypothesis, and (ii) the importance of family characteristics as a determinant of demands for e-government websites. However, we also find a persistent divide in access to and usage of central e-government services by education and occupation, which deserves more attention and further research.  相似文献

As long as scholars have studied media, issues of access have been of great concern. Recent advancements in digital technology have framed disparities in access within the digital divide research and knowledge gap frameworks. While early digital divide research looked at access, more recent research has focused on how media are used differently across populations. The current research extends this literature by examining media expectancies across ethnic subgroups for a broad range of media (i.e., local newspapers, national newspapers, network television, cable television, radio, magazines, and Internet). Data indicate expectancies differ among African Americans, Caucasians, and Hispanics.  相似文献

Virtually every public library in the United States provides public access Internet computers as a role central to its mission. This article addresses the issue of why the Internet matters for public libraries, both in terms of impacts on the general public, particularly the digitally disadvantaged (part one of the article) and impacts on libraries themselves (part two of the article). Each part of this report begins with an extensive literature review, followed by a data analysis section. In part one, the author uses the 2000 United States Census dataset to evaluate library efforts to bridge the digital divide, by analyzing differences in the growth of public terminals in library systems serving counties with different levels of household income, households in poverty, non-white households, and non-English-speaking households. The analysis finds no disparity in the number of public computers available in areas with high and low incomes but finds a significant—and widening—disparity in the number of computers available in areas with a higher versus lower percentage of non-white and non-English-speaking households. In part two of the report, the author uses a random effects linear regression model to estimate the effects of Internet access on library usage. This analysis finds that having Internet terminals (versus having no Internet terminals) has a significant positive effect on a library's visits and reference transactions, but not on a library's circulation. An increase in the number of Internet terminals has no significant effect, positive or negative, on visits, reference transactions, or circulation.  相似文献

This paper explicates the construct of ‘communicative potentials’ for understanding inequality in Internet use. Communicative potentials consist of three sets of factors (resources, utility values, and literacy) that jointly affect individuals' Internet use behavior. They are distributed unequally in a society and form a structural grid to transfuse structural patterns of resource and opportunity distributions into patterns of Internet use behavior. Analyzing data of the Shanghai Survey, this study discerns the operation of such structures in the manifestation of socio-economic, age, and gender gaps in likelihood and frequency of usage, as well as types of online activities. Based on the findings, this paper argues that systemic inferences about how the Internet might lead to social changes must be built upon a better understanding of how social structural factors configure features of Internet use behavior in a general population.  相似文献

[目的/意义] 从信息行为视角阐释城乡青年在健康信息领域的表征与原由,为相关管理部门制定政策与措施、医疗与网站等健康服务教育机构提升健康信息服务提供参考。[方法/过程] 采用半结构化访谈收集24位20-29岁河南省城乡青年的健康信息搜寻行为数据,考察数字环境下城乡青年健康信息需求动机、信息搜寻行为特点及异同,借助Nvivo对数据进行整理、编码和内容分析。从网络获取方式、手机与电脑使用体验差异、健康信息需求类别、搜寻途径、检索方式及平台选择等方面对城乡青年健康信息搜寻行为的共性与差异予以分析。[结果/结论] 与农村青年相比,城市青年健康信息需求范围更广泛、检索策略与平台选择多样化。论文提出城乡青年间“数字鸿沟”的存在可能引发“健康信息鸿沟”的风险,根源在于收入水平、受教育程度、信息技术使用能力等因素直接影响数字环境下网络接入、使用及信息化水平。  相似文献

This article expands our current understanding of the digital divide by examining differences in individuals' IT skills acquisition. In the last two decades scholars have gradually refined the conceptualization of the digital divide, moving from a dichotomous model mainly based on access, to a multidimensional model accounting for differences in usage levels and actors' perspectives. Digital divide views tend to focus on groups of users and user characteristics and focus less on different processes of use. As models of the digital divide became more complex, research focused on deepening the understanding of demographic and socioeconomic differences between adopters and non-adopters. While IT literacy is an important factor in digital divide research, and studies examine user characteristics with respect to IT literacy, few studies make the process of basic IT literacy acquisition their main focal point (Selwyn, 2005). This perspective furthers our thinking by expanding the notion of user characteristics beyond demographic and socioeconomic differences to differences in the processes leading to internet use. Based on a dataset referring to an Italian region, this paper presents a metaphorical interpretation of the digital divide in general and explores the process of IT skills acquisition in particular. Our analysis shows the key role of self-learning and the presence of three distinct approaches in IT skills acquisition leading to different needs in terms of policy. We argue that these preliminary results are a useful starting point for the design of more effective and sophisticated digital inclusion policies.  相似文献

This article investigates whether knowledge of Internet usage among older adults is related to social capital as well as their expectations to obtain social support online. A U.S. national survey of adults aged 60 and older (n = 1,101) found that Internet literacy is significantly associated with their expected Internet support and bridging and bonding social capital even after controlling for age, Internet use, and other factors.  相似文献

As the Internet has become increasingly widespread in the world, some researchers suggested a conceptual shift of the digital divide from material access to actual use. Although this shift has been incorporated into the more broad social inclusion agenda, the social consequences of the digital divide have not yet received adequate attention. Recognizing that political knowledge is a critical social resource associated with power and inclusion, this study empirically examines the relationship between the digital divide and the knowledge gap. Based on the 2008–2009 American National Election Studies panel data, this research found that, supporting the shift of the academic agenda, socioeconomic status is more closely associated with the informational use of the Internet than with access to the Internet. In addition, socioeconomic status is more strongly related to the informational use of the Internet than with that of the traditional media, particularly newspapers and television. More importantly, the differential use of the Internet is associated with a greater knowledge gap than that of the traditional media. These findings suggest that the digital divide, which can be better defined as inequalities in the meaningful use of information and communication technologies, matters more than its traditional counterpart.  相似文献

Background: The relationship between health information seeking, patient engagement and health literacy is not well understood. This is especially true in medically underserved populations, which are often viewed as having limited access to health information. Objective: To improve communication between an urban health centre and the community it serves, a team of library and information science researchers undertook an assessment of patients’ level and methods of access to and use of the Internet. Methods: Data were collected in 53 face‐to‐face anonymous interviews with patients at the centre. Interviews were tape‐recorded for referential accuracy, and data were analysed to identify patterns of access and use. Results: Seventy‐two percentage of study participants reported having access to the Internet through either computers or cell phones. Barriers to Internet access were predominantly lack of equipment or training rather than lack of interest. Only 21% of those with Internet access reported using the Internet to look for health information. Conclusion: The findings suggest that lack of access to the Internet in itself is not the primary barrier to seeking health information in this population and that the digital divide exists not at the level of information access but rather at the level of information use.  相似文献

There are recent indications regarding the use of online public services that force the government to focus on the more refined conceptualizations digital divide research has produced. This paper addresses one of the factors that appears to be important in several conceptualizations of how to approach the digital divide; the differential possession of so-called digital skills. The problem of being short of skills becomes urgent when governments suppose that citizens are able to complete about every task on the Internet. Operational definitions for operational, formal, information and strategic skills are used to measure the Internet skills of the Dutch population at large, by giving 109 subjects nine government related assignments to be accomplished on the Internet. Subjects were recruited following a two step approach; randomly select a sample from the book/list of fixed telephony subscribers, followed by drawing a selective quota sample for the strata of gender, age and educational level. The results indicate that on average 80% of the operational skill Internet tasks, 72% of formal Internet skills tasks, 62% of the information Internet skills tasks and 22% of strategic Internet skills tasks assigned have been successfully completed. The Dutch government's expectation that every citizen with an Internet connection is able to complete the assignments following tasks the government thinks every Internet user can perform, clearly is not justified. The article provides two types of policy recommendations to change this state of affairs. Recommendations for improving government websites and for improving the skill levels of Dutch citizens are suggested.  相似文献

ABSTRACT

About twenty years ago, the Internet began to change the way people create, access, publish, and share information. The impact of this information revolution has been felt in every industry. For instance, the Internet has enabled new models in the publishing sector, which has subsequently impacted education and changed the landscape of teaching and learning. About a decade ago, the introduction of new buzzwords such as open access, electronic publishing, digital humanities, and digital scholarship continued to challenge the scholarly production and dissemination of knowledge. Undoubtedly, these changes also created new opportunities for collaboration among multidisciplinary groups including researchers, scholars, students, technologists, librarians, and others. In this article, the author discusses four successful faculty-driven digital scholarship projects that his library system has supported in the last two years. His team's work serves as an example of how academic libraries and centers for digital scholarship at undergraduate institutions can support digital humanities and digital scholarship initiatives. Additionally, the case examples can contribute to the ongoing discussion of new roles for librarians and technologists in working with scholars and students to gain the skills necessary to implement digital scholarship projects.  相似文献

Information behavior (IB) and public library usage studies seldom simultaneously analyze individual-level characteristics and community-level information service factors. Thus, it is uncertain whether changes in community-level factors, such as an increase in public library funding and service level, make a difference in an individual's library usage after differences in personal characteristics are accounted for. Applying the person-in-environment (PIE) framework designed to integrate individual agency and sociostructural factors in IB research, this study used structural equation modeling (SEM) to test the factors influencing a student's frequency of public library usage for schoolwork, leisure, and Internet access. It mapped and merged a nationally representative survey of 13,000 U.S. 12th graders with census tract data and public library statistics. The SEM findings indicate that school information environment, frequency of school library use, race/ethnicity, and home computer availability were among the top three factors affecting public library usage for schoolwork, leisure, and Internet access. More importantly, library service levels had a positive impact on students’ library usage in terms of frequency of use. Specifically, even after personal differences such as each student's socioeconomic status and achievement motivation were controlled for, higher service levels in the student's neighborhood public library contributed to more frequent library usage. The findings pinpoint the benefits for individual-level IB study to incorporate etic measures of community-level factors. The findings also suggest that continuous effort to fund high levels of public library services—particularly in disadvantaged areas—is worthwhile. Such efforts should be encouraged.  相似文献

Adults who are 65 years or older have increasingly adopted social network sites (SNSs), Facebook in particular. Yet the ramifications of SNS use in this population remain understudied. Using a nationally representative sample of U.S. adults (N = 2,003), this study focuses on Facebook users (N = 1,138) and examines patterns of Facebook use by younger (aged 18–65 years) and older users (aged 65 or older), as well as the social benefits associated with older users’ Facebook use. Findings show that older users have different network structures, but the frequency of their visits and engagement in Social Media Relationship Maintenance Behaviors (SMRMB), a measure of perceived likelihood to engage with others via social media, do not significantly differ from those of younger users. Moreover, our results suggest that among older users (N = 98), the number of self-reported “actual” friends on Facebook and SMRMB positively predict perceived support, while SMRMB contributes to perceptions of access to useful information. Overall, the study highlights unique usage patterns and social benefits associated with Facebook use among older adults. As such, its findings provide insights for the future design of technological interventions to help older adults better access social benefits associated with SNS use.  相似文献

Digital inclusion is a strategy pursued to foster social inclusion of those who have been sidelined from the mainstream of information society due to lack of access to digital technologies and the skills to use them. Libraries have been working to close the gap by providing access to computers, the Internet, digital content, and digital literacy programs. However, research reveals a new type of divide where digitally competent people could be digitally excluded. This shows the need for a better conceptualization of access and literacy. This paper commits to exploring the concept of access to digital content from the perspective of people with print disability. It involved in-depth interviews with ten participants with print disability where the International Classification of Functioning, Disability, and Health was used as a framework for data analysis. The overall analysis shows that digital inclusion would be more meaningful if it involved providing content in alternative formats and empowering users to make informed choices. Issues such as flexibility and adaptability in content presentation and design of content discovery tools are among those discussed.  相似文献

Representative studies on Internet pornography exposure and women's sexual behavior are needed. National data were utilized to explore the association between 1,077 U.S. women's exposure to Internet pornography and number of sexual partners. Internet pornography exposure and number of sexual partners were positively correlated. This association remained after controlling for age, marital status, ethnicity, education, and religiosity. However, the association was moderated in theoretically predictable ways by women's confidence in media and perceived life dullness.  相似文献
