This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.  相似文献

This research on government information policy's effects on use and users of government information considered social scientists' use of information from Canada's central statistical agency, Statistics Canada. Using a triangulated methodology, the investigation focused on Canadian mid-1980s federal cost-recovery and restraint initiatives which applied to government information. The case study revealed Statistics Canada's response to the initiatives. Bibliometric research objectively documented policy effects on use of statistics sources, examining Canadian social science journal articles in five disciplines. Textual examination revealed use of Canadian and foreign governmental and nongovernmental statistics sources over the years surrounding policy implementation. An author survey supplemented bibliometric findings. Higher prices and increased electronic data dissemination by Statistics Canada were confirmed, however bibliometric analysis indicated no significant change over time in use of statistics sources. Survey respondents expressed unhappiness with the price increases, but did not change sources used. Many (in 1995) still used paper products rather than electronic ones, a finding which provides baseline data but which does not reflect the more recent explosion in Internet use.  相似文献

The Future Voices in Public Services column is a forum for students in graduate library and information science programs to discuss key issues they see in academic library public services, to envision what they feel librarians in public service have to offer to academia, to tell us of their visions for the profession, or to tell us of research that is going on in library schools. Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

When a disaster occurs, government agencies are responsible for managing the response and recovery efforts of the impacted communities and infrastructure. Crowdsourcing and social media are widely used in disaster response, yet their primary implementation and application are often via non-governmental agencies and private citizens. A review of the literature suggests that government emergency management agencies in Canada have made little documented progress in adopting crowdsourcing or social media for emergency management. Most of the literature around crowdsourcing and social media for emergency management focus on its use or role outside of Canada (e.g. the USA, Australia, etc.). In order for government agencies in Canada to progress, it is important to identify the Canada-specific barriers and constraints. This study offers a new perspective from Canadian government emergency management agencies to address this gap. Through a series of semi-structured interviews with 15 government officials from 14 agencies, this study identifies the primary challenges and constraints faced by Canadian agencies looking to adopt crisis crowdsourcing. Results indicate that organizational factors, policies, and federal legislation in Canada present barriers to crisis crowdsourcing (including crowdsourcing through social media) adoption within agencies at various levels of government. Based on these results, recommendations are made to support the adoption of crisis crowdsourcing amongst Canadian government agencies.  相似文献

Newspapers are an invaluable primary source of information for any social scientist. Ethnic newspapers, especially, play a unique role in contributing material to the social and cultural history of Canada. The ethnic press is not new to Canadian publishing; the first ethnic newspaper appeared in the eighteenth century. Today, the ethnic press is still flourishing, and appears in almost every major city across Canada. In response to the Canadian gouernment multicultural program, the National Library has undertaken to collect and preserve all serial publications, past and present, of Canadian ethnic communities, and to make these publications known and available to all interested persons.  相似文献

This paper examines the role of trust in the information continuum. It argues that in the context of Canadian federal government records, an analogous ??trust continuum?? is a useful model for analysing the relationships that exist between creator, archives and user in the information-abundant environment. The paper borrows from sociological theory to posit that creator, archives and user are bound together in a complex expert system that facilitates trust and mitigates risk in a broad societal context and contends that these interactions are shaped at the macro level by a dominant public discourse of accountability. These points are illustrated through three recent examples at Library and Archives Canada. First, the relationship between Canadian society and the archives is explored by interrogating the concept of relevance and assessing the feasibility of managing a pan-Canadian collection via a national network of knowledge institutions. Then, the role of trust between the archives and the creator in the management of government digital information resources is examined in light of the recently issued Directive on Recordkeeping, and in the context of LAC??s Trusted Digital Repository. Finally, Commissions of Inquiry??and the Indian Specific Claims Commission in particular??demonstrate both the power of archival records in repairing trust between a society and its government and the iterative nature of the relationship between the user and the archives.  相似文献

Access to scholarly information in the disciplines of education and medicine occurred primarily through the simultaneous development of two bibliographic databases. The Education Resource Information Center (ERIC) originated as a resource designed to be comprehensive in its inclusion of peer-reviewed and unpublished literature for the entire education community. MEDLINE began as a resource of selective materials for physicians and researchers. Today, ERIC includes selected peer-reviewed literature directed primarily to researchers and practitioners, although others use the database, while MEDLINE is a vast information system serving all health professionals and consumers. This literature analysis of their policy history shows important differences in their evolution. Application of the Multiple Streams Framework can help in formulating possible explanations for the different developmental paths. These paths include: the degree of centralization or decentralization of the information system's organizational structure; the stability of the organizational mission; and the success of assessment strategies, federal budgetary support, and bias toward science in federal policy-making. These two government-supported databases served as models for a plethora of other databases. However, one was successful in acquiring funding from the outset, while the other continually suffered deficiencies in support. The importance of each to public welfare should have been obvious, but was not.  相似文献

One of the bedrock of Sustainable Development Goals (SDGs) is eradication of poverty and hunger. In an attempt to actualize this goal, the role of public libraries in information provision to agricultural extension agents in Nigeria becomes paramount. This paper discusses provision of information to agricultural extension agents in a developing country. It starts with the concept of extension agents and the essence of information provision to them. It further discusses types, sources and challenges of public libraries in information provision to agricultural extension workers in a developing country. Some of the challenges are as follows: poor funding of public libraries, demotivated staff, and so on. Based on these discussions, the paper recommended adequate training and retraining of staff, adequate funding of public libraries by the federal, state and local government, the revitalization of the abandoned mobile library services among others. The paper therefore concludes that information provision to agricultural extension agents by public library is very crucial for national development. The current state of poverty, hunger and lack in Nigeria and some other African countries could be reduced to a great extent if current, relevant and up-to-date information are provided by libraries to the concerned agencies.  相似文献

ABSTRACT

This article is a preliminary report on the work of the Canadian Linked Data Initiative (CLDI), a collaboration between five of Canada’s largest research libraries, Library and Archives Canada, Bibliothèque et Archives nationales du Québec, and Canadiana.org. Although still in its nascent stage, participating institutions are working together to advance the technical services divisions of our libraries in the area of linked data. Project working groups are making progress in five main areas: grant funding, digital collections, education and training, legacy metadata enhancement, and in the evaluation and adaptation of Bibliographic Framework Transition Initiative tools. By working across geographic and institutional boundaries, the CLDI aims to chart a path to a new age of technical services, one based on the foundation of Linked Open Data.  相似文献

In the United States and Canada, librarianship, a non-regulated profession, is to a large degree governed by the American Library Association (ALA), but the ALA's statements regarding ICs and ITLs are often ambiguous. It is therefore frequently left to individual libraries to decide how best to deal with ICs and ITLs. Based on a questionnaire sent to managers of large academic and public libraries in Canada, this study concludes that a significant percentage of Canadian libraries, especially academic libraries, are open to hiring ITLs insofar as these libraries and their managers do not consider an ALA-accredited degree to be mandatory for an applicant to be short-listed for a job position. At the same time, these library managers possess very little information about the state of LIS education in countries other than the United Kingdom, Australia, and New Zealand, thus making their decisions about hiring ITLs problematic. Governing bodies of librarianship may wish to consider establishing nation-wide guidelines and/or bridging education programs to facilitate the integration of ITLs with ICs into the North American workforce.  相似文献

Major changes are pressuring the Canadian Broadcasting Corporation (CBC). Its cultural centrality has been questioned as a result of these changes. The CBC was set up as a public, rather than a state, broadcaster with some arm's length characteristics. Recently, its mandate has focused more on increasing Canadian content as reflected in its own policy actions, the Broadcasting Act of 1991 and the Canadian Radio-Television and Telecommunications Commission. Despite the CBC's problems, federal appropriations have been held constant in real terms over the last decade, with most of this being devoted to television. Recent changes in programming include more Canadian content, more regional production, and more independent programming. The major threat to CBC's role is technological change, especially new delivery systems that will increase the number of television channels (i.e., channel capacity), increase the number of distribution systems, and change the location of some of the broadcasting signals reaching Canada. These changes alter both normative conclusions about ownership and regulation of broadcasting as well as the positive analysis of how public sector broadcasting is likely to fare in the new environment. The implications for Canada are that distribution is likely to become a competitive industry with reduced or zero excess profits and with greater programming diversity. Several rationales for the CBC will have been seriously undermined. The CBC's future will depend on its ability to meet Canadian content needs that will not be met by the private sector and yet generate sufficient audiences to justify major government support.  相似文献

This paper explores whether the Canadian legislative protections in place to safeguard medical privacy meet the expectations of Canadians. An overview of current governance systems designed to protect the privacy of personal health information at both the federal and provincial levels is first presented. This is followed by an empirical analysis of the results of a public opinion survey conducted to determine Canadian attitudes about medical privacy, particularly genetic privacy. The analysis highlights areas where legislation and public opinion converge and diverge.  相似文献

The desire to consolidate resources into one website, that of the Public Health Agency of Canada, was behind the decision to close the Canadian Health Network (CHN) in April 2008. Although CHN set new standards in online health information, this decision was made for a variety of reasons, including to better reach both a professional audience and the general public. The Public Health Agency of Canada recognizes the contributions made to the CHN from librarians and has committed to work closely with all of the CHN's stakeholders and partners to consider new ways to provide health information online.  相似文献

Libraries have always been places where individuals feel free to explore new ideas and seek out information in the pursuit of creative and intellectual growth. Fear of exposure or surveillance could threaten an individual's inclination to search for and access information. Understandably then, privacy is understood to be a core professional responsibility of librarians. This study builds on a national report and a qualitative study, completed in the United States, which explored librarians' attitudes on privacy. Adding a Canadian voice to the literature, this study examines survey results from academic librarians in Canada on their perceptions and attitudes related to library practices and online privacy behaviors. Overall, Canadian academic librarians believe that protecting patron privacy and educating patrons about issues related to online privacy is important. However, many Canadian academic librarians doubt that libraries are doing all they can to protect patron privacy. Academic librarians stand to gain knowledge and understanding of peer attitudes toward online privacy, as well as how patron privacy is being advocated for and protected on university campuses across Canada. The results will guide future library policies and programming aimed at creating an environment where privacy rights are protected and patrons can make informed choices about their online actions.  相似文献
