数字信息技术的发展、开放获取运动的深入、读者对数字资源使用方式的增加及有关法律的修订等,均对数字资源许可政策提出了新的要求。自2014年以来,国外图书馆数字资源许可政策出现了新一轮的修订潮,美国、加拿大、英国及澳大利亚的多个较早从事数字资源许可政策研究的图书馆联盟先后更新了其数字资源示范许可协议或指导原则。文章拟从这一轮新修订的数字资源许可政策中,选取部分有代表性的政策文本,通过纵向和横向的梳理比较,重点关注新旧政策的变化,分析修订的背景、原因及作用,总结国外图书馆数字资源许可的最新发展动向及经验,并探讨其对我国图书馆的启示,以期助益我国图书馆数字资源许可的实践。  相似文献

Academic librarians engage students in the learning management system to provide information literacy instruction and answer individual reference questions related to scholarly research. When collaborating with faculty, embedded librarians deliver the library’s authoritative electronic resources to students working on research projects. Trends in academic publishing and technological innovations make possible online search for a generation reliant on mobile devices. Although students are able to access much digital content available through academic libraries and open access initiatives, they still appreciate guidance from embedded librarians who visit their learning management system courses to explain the complexities of scholarly research and suggest solutions.  相似文献

With the introduction of clinical governance and the move towards evidence-based practice, there is a growing need to provide health professionals and patients, and the public, with high quality information. Developments in the health service have added weight and urgency to this need. The National electronic Library for Health (NeLH) has a key role to play in providing health professionals with a core knowledge base of accredited and evaluated information. The Pilot NeLH was launched in November and this article outlines the progress and achievements made during this time. The NeLH is based around a central website featuring core resources and links to commissioned specialist collections. Over 70 information resources, including bibliographic databases and full text publications, are accessible via the NeLH, which aims to act as a one-stop shop to support evidence-based decision-making. Much work has been undertaken on national procurement and licensing, particularly in partnership with National Health Service (NHS) libraries. Partnerships as a whole are crucial to ensure true seamless access for health professionals. Key partners include NHS libraries, NHS Direct Online and the electronic Library for Social Care. A short glossary is included for those readers less familiar with current health service developments in the UK.  相似文献

Many libraries are currently experiencing a transition from printed to electronic collections. This transition has led to changes in collection development practices as well as in the roles of information professionals who facilitate access to information. Roles of librarians in both public and technical/access services are converging. There is a demand for a new breed of librarians who understand the entire electronic information scenario: procurement, organization, access and public services. All these come into play when making decisions and choices for meeting users’ information needs. Libraries are addressing such issues as ownership versus access, consortial access to electronic resources, licensing and authentication, surrogate versus full-text electronic resources, and integration of free Web content into collections. Librarians are challenged to embrace new ways of optimizing access to electronic resources and to explore ways to fit new technologies and innovations into traditional library structures and practices.  相似文献

The licensing of electronic resources continues to challenge libraries as they acquire new resources. Claire Dygert, Assistant Director for Licensing and E-Resources, Florida Virtual Campus (FLVC), presented key components of a license agreement, including examples and sample clauses. The development of local licensing guidelines makes licensing work easier by providing more consistency in the approach to license review and by making the practice and policy of the institution the basis of the licensing review.  相似文献

Objective: This study determines the current awareness journal reading requirements of the users of Stockport National Health Service (NHS) Trust's library. The overlap between requirements and the provision of the NHS Core Content resources, four major electronic journal bundles, and the holdings of North West health libraries is also investigated. Methods: A survey of both hospital and Primary Care Trust staff was conducted, and respondents were required to provide a list of their favourite journal titles. Each requested title was assigned a subject code, and the impact factor was noted. Results: From 135 survey responses, 217 journal titles were identified and 33 category codes were utilized. There was little overlap between the request list and the NHS Core Content titles, but substantial correspondence existed between the request list and the print holdings of North West health libraries. Conclusions: Current awareness journal reading requirements will not be met by the Core Content provision alone. Bundles of titles offer value‐for‐money solutions, but may be at the expense of popular titles. Furthermore, the success of regional document supply schemes may be compromised if large numbers of health‐care libraries replace print holdings with similar electronic journal bundles.  相似文献

The ‘traditional’ academic library system model – i.e. a central system constructed around a common catalogue record that also dictated the end‐users' view – is breaking down. Systems that were constructed to handle the processing and lending of printed items are no longer capable, on their own, of dealing with the variety of different information resources handled by modern academic libraries. A great deal has been written about how end‐users expect more ‘Web 2.0’ features than library catalogues currently provide. New front‐end services have been designed by libraries and library system providers to cater for this need. However, not much has been written about the needs of internal library staff who struggle with processing, handling, and supporting the huge volume of electronic resources subscribed to by libraries. Electronic resource management systems have been developed to cater for these needs, and new standards for data interchange with such systems have been developed. Just as standards were important in encouraging electronic data interchange (orders, invoices, claims, etc.) between libraries, publishers, and agents in the last century, so new standards are evolving for such transactions in the electronic era.  相似文献

The advent of electronic resources brought about the need for license agreements between libraries and publishers. Many librarians today are new to licensing and negotiating with publishers, or have received limited training and education. Based on her years of licensing and negotiation experience, Clair Dygert of the Florida Virtual Campus (FLVC) provided librarians with practical advice and tools for working with licenses and negotiating with publishers, as well as encouragement for entering into these new areas. She included examples taken directly from FLVC’s licensing guidelines and negotiation proposals and encouraged attendees to use those documents in creating their own local documents. She also drew on the book Getting to Yes: Negotiating Agreement Without Giving In by Roger Fisher and William Ury to describe principled bargaining as the most effective and constructive method of negotiation.  相似文献

Today libraries are at a transition phase where twin processes of paper-based environment and changing information-seeking patterns in the electronic/digital environment go hand-in-hand. Hence, all components of the information chain are in a state of flux. The rapid growth in computer and communication technologies have greatly benefited the advanced countries, while the developing countries have not adequately reaped the benefits of such facilities to the desired extent. The application of information technology (IT) in India started on a very modest scale. During the past decade or so several Indian libraries have initiated activities to create, acquire, and provide access to electronic resources. The establishment of networks has had a great impact on libraries and information centers (LICs) in the country, and have further buttressed the IT applications in the LICs to a certain extent. The emergence of the Internet, especially the World Wide Web (www), added a new dimension to information creation and delivery, which also globally triggered digitization programs. Buying access or acquiring digital resources started taking root. The digitization of records (document management) crept in, which attracted librarians and people from other professional backgrounds into records management. This was followed by content management, (currently a popular phrase in this part of the world), also known as digitization. The digitization of documents is now becoming a major activity in libraries and archives. The Indian National Science Academy (INSA) is a premier scientific body engaged in the dissemination of information to the scientific community at large, publishing and promoting scientific endeavors, besides having other multifaceted human welfare-oriented activities. The growing acceptance of digital media has resulted in libraries buying and providing access to Internet resources, acquiring CD-ROM-based data-sets, and providing services for stand alone or networked CD-ROM environments, and digitizing documents. The Academy library facilitates all three. The Academy has initiated several digitization initiatives for content development and management by way of the scanning of publications, image management, and conversion from digital documents to web-enabled resources. The Academy has adopted a three-pronged approach of providing access to digital resources, and acquiring and creating digital resources, for which INSA suitably augments with IT infrastructures and takes initiatives to provide links to requisite data sets for the benefit of its users. INSA developed and provided IT facilities at a modest scale to its users at a time when only a limited few had developed such facilities in the country. The facilities developed at INSA augur well with the initiation of pilot and sponsored projects pertaining to digitization of records and making provision for creating digital resource bases, thereby contributing to the national digital repository on the one hand and providing access and visibility to national resources on the other. The article dwells upon various elements that have contributed to providing services in the changing information seeking patterns of users in the electronic environment, and the building of digital resource bases, while facilitating others to get involved in digital content creation activities. It is hoped that such endeavors shall help in the building up of a national digital knowledge resource base for the country, and INSA would in the process act as a facilitator.  相似文献

For more than a decade, academic libraries have been wrestling with the thorny issue of managing the acquisition of electronic resources. Where are we in the continuum from paper lists to vendor-designed management systems? This paper takes a look at several in-house initiatives around the country, commenting on the successes and failures of the homegrown programs built to track, update and manage the acquisition and behind-the-scenes maintenance of electronic resources. It highlights the initiatives health science librarians in Tanzania are implementing to ensure that their service meets users’ needs. For almost three decades now, the University of California (UC) libraries have worked together closely to ensure that all UC faculty, students, and staff have access to eminent library collections. To this end, UC's libraries have pursued a variety of initiatives for coordinating the acquisition, sharing, and preservation of campus collection resources. The Shared Purchase Program (now known as the Shared Collections and Access Program or SCAP) was established in 1976 to provide joint funding for library materials too costly for a single campus to buy. Since the mid-1980s, groups of bibliographers have worked to coordinate acquisitions activities system-wide, and the early 1990s saw the development of licensing for shared bibliographic databases to journal literature. This paper will discuss UC's latest initiative—the investigation of how the campus' two regional storage facilities (Regional Library Facilities or RLFs) can serve as repositories for both shared and stored collections.  相似文献

Academic research libraries have a tradition of collaboration, from selecting foreign language material to licensing electronic resources. Although most storage facilities have tended to be local, some libraries have collaborated on operating shared storage facilities. The growth of digital repositories of printed materials has given the library community the opportunity to engage in a conversation about how to collaboratively take responsibility for the long-term selection and preservation of the print originals. Establishing regional repositories will allow member libraries to draw down local print collections.
