Reform and UK Higher Education in the Enterprise Era

Higher education in the United Kingdom is centrally funded, centrally planned, and insulated from market forces. It bears many similarities to the non-market centrally planned economies (CPEs) of the former Soviet Union and Eastern Europe while they struggled to reform but to retain a system of planning and central control. Examination of UK higher education and the CPEs before the transformation to market based systems highlights some of the issues facing higher education today. It also highlights the need for reforms, as well as the difficulties involved in them. Such comparison can also bring home problems faced by reformers in the transition economies.
Despite allegedly extensive reforms in UK higher education, the sector faces problems like those facing the centrally planned economies of Eastern Europe and the former USSR in the 1970s and 80s. Parallels in a number of areas are particularly striking.  相似文献

Design-based research is a methodology emerging from the field of education that may hold potential for research in library and information science (LIS). Based upon the assumption that learning is situated in a real-world context, design-based research combines research, design, and practice into one process. It results in usable products that are supported by a theoretical framework. While definitional and methodological issues do exist, the method holds some promise for research into “user-centered” information systems and services. In the field of LIS, design-based research might contribute to our understanding of how people find, choose, understand, and use information in context. The method is also of interest to professionals concerned with “evidence-based practice.” This article will first explain and describe the method as it has been used in the allied field of education. Issues related to definition and methodology will be explored, as well as some of the solutions that have been proposed. The method will then be related to LIS, using the bonded design work of Large, Nesset, Beheshti, and Bowler [Large, A., Nesset, V., Beheshti, J., & Bowler, L. (2006a). Normative behavior and information: The social aspects of information access

Information access is central to library and information science, yet explorations of its conceptual nature have been limited. Given the importance of information access to the discipline, there is a need for research to create a better understanding of the concept and its many roles in all activities and behaviors related to information. Drawing on the theoretical work of Elfreda Chatman, this article proposes that the study of information access can be facilitated through the recognition and examination of the physical, intellectual, and social aspects of information access. These types of access are examined through three case studies in terms of different information behaviors and contexts, with a particular focus on the importance of social access. The article also discusses the future roles that considerations of social access can play in research and theory.  相似文献   

Preparation for ethical decision-making: An analysis of research in professional education

The current societal and professional context presents a variety of ethical challenges to decision makers. The importance of educational preparation for ethical decision-making and ethical leadership has been addressed in the literature of library and information science (LIS), among other professions. However, it can be quite difficult to measure the impact of professional ethics education on students. This article is based on an evaluation of published original research related to ethics education in disciplines supported by professional education, including education, nursing, allied health, journalism, social work, public health, engineering, and LIS. The study considers data related to research design, methodologies used, populations studied, approaches to measuring impact, levels of impact, and publication in the journal literature. Results indicate more extensive research in education and nursing as compared with other fields, a lack of baseline data gathering for comparison, a reliance on a limited number of data-gathering techniques, and a tendency toward studying alumni over current students  相似文献

Essentialism, adaptation and justice: Towards a new epistemology of museums

This article treats the prevalent confused mixture of utilitarian, art-and-knowledge-for-their-own-sake and ideological interpretations of the purpose of museums as a problem of epistemology, arguing that that key dimensions of museum knowledge (of objects, visitors, museums themselves, and of society) need to be integrated to achieve coherence. A new object-based, visitor-centred, storytelling epistemology is proposed. This would take an interdisciplinary approach and aim to unleash, rather than mute the real power of objects. It would address human destructiveness, as well as celebrating human creativity and the wonders of nature. It would respect the meaning-making practices of real, as opposed to idealized, imaginary visitors, and promote staff self-awareness in managing bureaucratic drift into introversion and avoidance of difficult issues. Incorporating a theory of justice, it would erode boundaries created by presentation traditions which, though marginal to object experiences, discriminate in favour of specific social groups—often groups with whom staff identify. Providing a museum service on a visibly fair basis is essential for museums to achieve intellectual coherence as well as societal support.  相似文献
