This article examines the dimensionality of teacher professionalization. Like other recognized professions, teaching deserves a systemic and integral development platform where recruited teachers undergo well-defined transitional stages that would help crystallize their sense of professional identity (Credentialing), professional familiarity (Induction), professional expertise (Specialization), professional security and stability (Compensation), and professional synergy (Professional Development). Considered as a major management approach for improving organizational performance and competitive advantage, Total Quality Management (TQM) poses a challenge to dynamic institutions to adopt a systemic philosophy that places emphasis on customer needs and a commitment to a culture of excellence. Higher education institutions (HEIs) as learning organizations are expected to respond proactively to this challenge by examining closely how their educational centerpiece operates in an environment of quality. This inquiry aims to determine how the oldest university in Asia implements TQM as regards its Vision, Involvement, Continuous Improvement, Training and Education, Ownership, Reward, Yearning for Success, and Customer Focus (VICTORY-C). While it is true that SBM shapes and charts the direction of school operations, it is interesting to discuss how a developing country like the Philippines is influenced by this reform strategy as a structural and procedural framework in managing its system of education, particularly, its basic education sector which through the years has been criticized for its alarming state as shown by its performance indicators rates. This paper purports to provide a panorama on how school-based management as a restructuring framework is viewed and interpreted by the basic education sector which constitutes the largest portion of the country’s educational system. Specifically, the eight key elements of successful SBM schools, namely: (1) an active vision; (2) meaningful decision-making authority; (3) distribution of power; (4) development and use of knowledge and skills; (5) collecting and communicating information; (6) rewards for progress; (7) shared leadership; and (8) cultivating resources, were used to serve the purpose of this discourse.  相似文献

The study attempts to identify the factors which affect teacher's reluctance to teach science, then explains an approach to help teachers teach science in a worthwhile manner over the school year while monitoring any changes in their confidence and competence. It was found that the condidence and competence of the teachers improved during the year such that they were able to teach successful science lessons on a regular basis. The Philippine school system is considered as one of the largest in the world with 41,989 public elementary and secondary schools and 7,790 private schools under the supervision and regulation of the Department of Education [DepEd Fact Sheet, 2005]. On top of this statistics are 40 duly-registered educational institutions called the Philippine Schools Overseas, which operate in nine countries such as Bahrain, China, Greece, Kuwait, Libya, Oman, Qatar, Kingdom of Saudi Arabia, and United Arab Emirates. This paper presents the context and background of the proliferation of Philippine schools, specifically in the Kingdom of Saudi Arabia. To set the limits of the scope, this paper focuses on the strengths and weaknesses of community schools and privately-owned schools. Finally, the paper offers some vital measures relative to the supervision, standards of and support for Philippine Schools Overseas.  相似文献

This two-pronged study seeks to ascertain the research psychographic characteristics of a select group of nurse professoriate (n=37) in a comprehensive university in the Philippines. The quantitative part of the study had an adapted survey questionnaire, which profiled the demographic and psychographic characteristics of the respondents. Defining the qualitative aspect of the inquiry was an in-depth interview with five (5) of the respondents chosen purposively to triangulate the data yielded by the questionnaire. Data were treated statistically and interpretively to describe the phenomenon under inquiry. It is interesting to note that while the nurse professoriate had shown a positive attitude towards research, variables such as time constraints, lack of research knowledge, research support structure and motivation hinder them from doing research activities. Implications of the study to reculturing, restructuring and reformulating efforts in research are also discussed.  相似文献

State Universities and Colleges (SUC’s) in the Philippines are usually established by converting technical/vocational high schools into a full-blown university through legislative fiat to satisfy political agenda. Political influence appears to be inevitable particularly in the areas of jurisdiction and governance. Three (3) state universities in the CALABARZON Region were purposively selected as subjects of the study, namely: Cavite State University (CvSU), Batangas State University (BSU) and University of RizalSystems-Rizal State College (URS-RSC). Though conversion requires political backings, the quality of delivery of educational services to different clientele was maintained. Organizational change poses a specific agenda requiring quality of leadership—not only at the top of the organization but also among all constituents. Understanding the political dynamics will bring school administrators and stakeholders together in the pursuit for excellence.  相似文献

This paper presents solution of the optimal linear-quadratic controller problem for unobservable integral Volterra systems with continuous/discontinuous states under deterministic uncertainties, over continuous/discontinuous observations. Due to the separation principle for integral systems, the initial continuous problem is split into the optimal minmax filtering problem for integral Volterra systems with deterministic uncertainties over continuous/discontinuous observations and the optimal linear-quadratic control (regulator) problem for observable deterministic integral Volterra systems with continuous/discontinuous states. As a result, the system of the optimal controller equations are obtained, including the linear equation for the optimally controlled minmax estimate and two Riccati equations for its ellipsoid matrix (optimal gain matrix of the filter) and the optimal regulator gain matrix. Then, in the discontinuous problems, the equation for the optimal controller and the equations for the optimal filter and regulator gain matrices are obtained using the filtering procedure for deriving the filtering equations over discontinuous observations proceeding from the known filtering equations over continuous ones and the dual results in the optimal control problem for integral systems. The technical example illustrating application of the obtained results is finally given.  相似文献

The discovery of America led to dreams of a westerly route to India and China from Europe by way of its most northerly extension. Evidence for the existence of such a route was laboriously collected by explorers from the time of Frobisher in the late 16th century but not until 1903-6 was a full west-to-east passage effected, by Roald Amundsen. Today, interest in the Northwest Passage has been stimulated by the discovery of oil and gas in far northern latitudes and new technology is facilitating commercial voyages in these exceptionally inhospitable waters.  相似文献
