暗藏的线索——从地缘政治学角度试析富兰克林·D·罗斯福时期美国外交政策

“地缘政治学”起源于19世纪后期的西欧;19世纪末传入美国,至20世纪40年代起在美国的外交决策中逐步产生影响。在研究富兰克林·D·罗斯福时期美国外交政策的过程中,马汉、麦金德、斯皮克曼等著名地缘政治学家的相关学术理论,恰似一条“暗藏的线索”,帮助我们以新颖的视角,对固有的史实进行审慎的分析;从而认识到:20世纪三四十年代的罗斯福外交是将“威尔逊国际主义”与“地缘政治因素”揉和起来的结果。而“地缘政治学”在美国的传播与发展为其冲破传统上的善意孤立,打开了新的视野并起到了十分重要的“助推”作用。  相似文献

This paper follows on from the authors’ previous research into minimal Black teacher representation in Liverpool schools [Boyle, B., and M. Charles. 2010. “Tightening the Shackles: The Continued Invisibility of Liverpool's British African Caribbean Teachers.” Journal of Black Studies 42 (3): 427–435]. It is based on a re-examination of their findings of Liverpool's Black teachers’ historic institutionalised invisibility [Swann Report. 1985. Education for All. Report of the Committee of the Enquiry into the Education of Children from Ethnic Minority Groups. London: Her Majesty's Stationery Office.] and an interrogation of the situation as revealed by the 2015 data. The article uses as its evidence base, questionnaire responses and data from a sample of interviews with the current 18 Black teachers. Equality and excellence. Hegemonic discourses of economisation within the German education system

Looking to conflicting constitutions of education systems through the terms equality and excellence, this paper examines the discursive formation of two political rationalities in the contemporary German education system. While early childhood and primary education discourses are dominated by a terminology of equality, tertiary education institutions such as universities are described using a terminology of excellence that has become a reference point for political interventions and institutional reform processes. Drawing from hegemony theory, governmentality studies and systems theory, this paper analyses the rules of justification referred to by such hegemonic discourses. It presents a policy discourse analysis of strategic, conceptional and institutional texts produced between 2003 and 2010. Through this analysis, the paper suggests that ‘mobilising’ and ‘optimising’ represent the common principles of equality and excellence as economic rationalities.  相似文献

大学"共治"是20世纪60年代以来指导美国大学内部权力分配的重要理念与实践原则,但近年来大学"共治"对不断产生的新问题的回应不力而受到各方的质疑与责难。对此,美国联邦政府、各州政府和大学采取了促进政府与大学融合、通过立法确定大学的多重使命、建立大学与州政府的伙伴关系、重视大学的市场性行为、组建大学生组织以扩大大学"共治"的参与面等应对措施。因此,美国大学"共治"呈现出以下趋势:政府管制逐渐弱化,形式更加多样,外部影响因素不断增加,教职参与性不断降低,参与人员各司其职等。  相似文献
