城中村中的廉租房为城市流动人口提供了住房保障,弥补了相关政策漏洞,其拆迁给城市流动人口带来了社会成本。城中村拆迁使流动人口陷入住房困境,不利于城乡统筹,减少了失地农民的谋生手段,增加了政府的财政负担。减少城中村拆迁中流动人口的社会成本,应使城中村由异地改造为主转为以原地改造为主,改善城中村被拆迁租户的住房保障,并保障租户的话语权。  相似文献

Abstract

Using large sample data from the 2013 National College Graduate Employment Survey, this article compares and analyzes differences in the job-seeking process and results for college students with urban and rural household registrations and uses a measurement model to explore factors affecting the starting salaries of college students. The research found that in the job seeking results, college students with urban household registrations had higher starting salaries than did college students with rural household registrations, and a greater proportion of college students with urban household registrations entered the main labor market. An overall analysis of the job seeking process shows that compared to college students with rural household registrations, college students with urban household registrations first showed a greater inclination to choosing management and technical professions. Furthermore, they obtain better quality positions by investing more economic resources, making more effective use of information channels, and using less time for job seeking. Finally, a study of the factors impacting starting salaries found that gender factors have a greater impact on college students with urban household registrations, the contribution rate of academic degrees toward starting salary is greater for college students with rural household registrations, and the intergenerational transmission of extent of education and income is more significant for graduates with urban household registrations.  相似文献

While the policy approach in Urban Regeneration Partnership tends to be viewed as participatory governance using an urban studies lens, this article posits an alternative theorisation that takes an adult education perspective. We draw from Lefebvre’s notion of space, Engeström’s Cultural Historical Activity Theory and Holand et al.’s concept of positionality and social identity to theorise Urban Regeneration Partnership as expansive participation that acknowledges discursive struggle and contradiction in authentic democratisation. We argue for a multiscalar understanding of citizenship that attends to sociocultural conditions, challenges hegemonic spatial modalities and inculcates conditions for transformative agency. Our theorising is illustrated using data from a doctoral study examining one Urban Regeneration Partnership in the Republic of Ireland. Three themes emerged from the study: market-led discourse of transformation versus a narrative of community; rhetoric of empowerment versus the unequal positioning of residents, and the dominant hegemony of official knowledge versus community-based experiential knowledge. The article examines whether the academy can make a difference in people’s lives through challenging the prevailing orthodoxy, revealing unexamined assumptions and offering alternative frameworks for deeper understanding of the policy cycle in Urban Regeneration Partnerships.  相似文献

This article examines an effort to spatially re-organise urban public schools in the largest city in Turkey. Recently, the Turkish government has made an effort to relocate inner-city public schools in Istanbul to less desirable parts of the city. Analysing how education policy in the country is tied to wider political mechanisms and considering the results of the studies carried out in various parts of the world, this article argues that the interaction between education and urban life in Turkey displays unique characteristics in terms of the populations implicated in the policy change and the spaces transformed as a result. Two salient characteristics are the involvement of the secular middle class and the perception by them that school relocations entail de-secularisation of the city and the education system. The article argues that these characteristics should be conceptualised in the context of particular conjunctures of forces driven by different contradictions.  相似文献

To investigate the context-related teacher efficacy (TE) of experienced teachers in Taiwan, this study examined elementary English teachers more than a decade after a major educational reform to determine whether their TE levels were affected by school location (e.g. urban vs. suburban). The 438 responses to the adapted Teacher Efficacy Scale revealed stronger efficacy regarding the teachers’ personal ability to teach less-motivated students and less confidence regarding the management of school- and government-related concerns. However, school settings did not show a significant effect on the efficacy levels of experienced English teachers. Although caution must be practiced in interpreting results related to school settings and TE, the findings from the current study are generalizable to contexts in which English is spoken as a foreign language. The results also urge much caution when making interpretation on results relating to school settings and TE.  相似文献

公民参与的缺失是我国当前社区治理中存在的普遍问题。本文基于网络公共领域理论,对北京市三环新城社区公民网络参与的运行机制及意义进行了分析。在社区治理过程中,治理各方都有建立一个便捷、有效的沟通平台的需求,这一平台是作为网络公共领域的网络社区,其形成的前提条件是:社区精英的倡导与发起,社区居民的积极参与,社区组织的认同与回应。在网络公共领域上,社区治理主体能够平等沟通,就社区公共事务的解决,应理性协商,达成共识,进而催化了社区的形成。  相似文献

灾难事件中公民与国家之间的互动以最密集、最激烈、最具不确定性的方式呈现。相比西方灾后的多元公民参与,中国公民对灾难事件的参与除了与救灾文化、公民定位不清晰、强势政府等有关外,其间政府是否回应,回应的诚意、效率和到达率如何都是可能的影响因素。如果公民能理性参与救灾和灾后重建,且政府能做出积极、高效和专业性的回应,那么灾难在引发自然、社会和文化变迁的同时,也能促成公民与国家之桥的架通。  相似文献

城乡职业教育统筹发展主要是缘于职业教育城乡二元结构和城乡差距;作为一种制度创新,城乡职业教育统筹发展在制度特征上属于典型的政府主导的强制性制度变迁,同时可能因为既存的制度惯性而导致制度变迁过程受阻。在具体的制度治理策略上,应通过完善区域职业教育统筹制度安排;通过重点发展农村职业教育,完善补偿性发展制度;通过改革劳动力市场制度,实现城乡劳动力一体化,形成城乡职业教育统筹发展的总体制度安排和制度环境。  相似文献

阜阳市地理位置优越,是国家大型商品粮、棉、油生产基地,是安徽首个粮食总产超百亿斤的市,同时也是皖北重要的门户。因此,研究阜阳的城市竞争力,厘清阜阳市的发展脉络,对促进阜阳的快速发展,加速皖北振兴都有重要的意义。本文根据城市竞争力有关理论,从六个方面选择了19个指标,并通过收集相应数据,利用主成分分析法,构建城市竞争力评价指标体系对城市竞争力进行定量分析并加以评价。通过与皖北地区其他五市的对比,得出目前阜阳市存在经济总量规模不大、产业结构不够合理等问题。并就如何提升阜阳市城市竞争力,提出应进一步发展城市经济、调整和优化产业结构等政策建议。  相似文献
