[研究目的]反恐情报信息决策性证据的获取工作对反恐斗争的成败有着决定性的作用,故在此针对反恐情报信息决策性证据的智能检索机制展开研究。[研究方法]分析反恐情报信息的特征及反恐情报信息决策性证据在反恐决策中的作用,研究当前常用的反恐情报信息决策性证据检索方式与不足,针对已有检索方式的缺陷,为满足智能检索机制所需,提出并构建基于本体的反恐情报信息决策性证据智能检索机制,构建包含本体管理模块、用户问题处理模块、资源管理模块及智能检索主体模块等智能检索机制,并通过构建该智能检索机制实证模型,对该智能检索机制展开实证分析。[研究结论]结果表明,该智能检索机制的可靠性、安全性、可存取性、交互性及隐私性每提高1%,将会对反恐情报信息决策性证据获取成功率提高0.7701%~2.7990%,可为反恐情报信息分析与处理部门获取实时决策性证据奠定基础。  相似文献

分析提供不同资源支持关系网络对农户土地流转影响,可为政府完善土地流转支持政策提供决策参考。本文基于资源支持视角测度关系网络,利用黄河流域1908份农户数据建立Double Hurdle模型,实证分析关系网络对农户土地流转影响。结果发现:①提供不同资源支持的关系网络对黄河流域中上游地区农户土地流转概率及规模的影响存在显著差异。对农户土地流入而言:资金支持型关系网络每增加1单位,流入概率提升22.14%,信息支持型关系网络每增加1单位,流入规模扩大9.92%,劳动支持型关系网络作用不显著;对农户土地流出而言:劳动支持型关系网络每增加1单位,流出概率下降56.52%,信息支持型关系网络每增加1单位,流出概率上升0.91%、流出规模扩大1.95%,资金支持型关系网络作用不显著。②关系网络对黄河流域上游农户、中游农户土地流转的影响具有异质性。资金支持型关系网络仅正向影响中游农户土地流入概率;劳动支持型关系网络仅负向影响上游农户土地流出概率;信息支持型关系网络正向影响上游农户土地流出概率与规模,正向影响上游和中游农户土地流入规模。鉴于此,政府应重视区域差异,通过政策强化关系网络对农户土地流转的资源支持作用,并加大对农户土地流转资金、信息等资源的支持力度。  相似文献

考察我国直辖市"双一流"高校的专利合作网络演化,为提升直辖市的科技创新合作效率,提升科技创新能力和城市创新综合竞争力,为技术创新主体选择技术合作伙伴、探究地区间、高校间知识流动提供经验、启示。本文运用合作强度Salton指数、专利引用、绝对合作频次等,以Patentics和国家知识产权局专利数据库为工具,获取直辖市"双一流"高校合作专利数据,构建高校间的专利合作矩阵,采用合作网络可视化分析,梳理直辖市"双一流"高校专利合作网络,揭示网络环境下高校科技创新和知识流动的特征及趋势,给出提升高校专利合作的建议。结果表明:直辖市"双一流"高校校际专利合作的强同城倾向,清华大学、北京大学、复旦大学是京沪两地的专利合作核心高校。清华大学、上海交通大学、天津大学专利申请量居前三,清华大学、上海交通大学的专利被引量居前,清华大学、上海交通大学、天津大学为专利合作的核心高校,对知识流动影响深刻。不足之处在于专利只能部分反映高校间的技术创新合作,合作申请只是技术合作的一部分,还包括科技论文合作和成果转化。  相似文献

为科学选择大型海事巡逻救助船船型,从成本、技术、能耗、外观等4个方面构建船型选择评价指标体系,运用层次分析法(Analytical Hierarchy Process,AHP)确定各指标权重,并采用证据推理法,借助IDS软件,对各船型进行综合评价.以3 000吨级海事巡逻救助船船型选择为例,通过评价圆舭船型、穿浪双体船型和三体船型,验证该方法在大型海事巡逻救助船船型选择上的可行性.  相似文献

Over the last decade in the UK, there has been a notable shift in the popularity and use of cultural mapping as a methodology for policy making at a regional and local level. This follows increased demand for an informed framework for planning arts and cultural facilities from local and regional government and from within the cultural sector (Evans, 2008: p. 65). The article begins with an exploration of cultural mapping within cultural policy, which explores the context for the growth in this area of activity, and why this kind of activity appeals to policy makers and organisations. It then goes on to examine four cultural mapping exercises which have been undertaken in recent years in the UK. These studies have been chosen because although they all focus the mapping of cultural assets within a specific geographic area, they differ to one degree or another in purpose, context, definition, geographic scale and methodology. They illustrate the narrow range of approaches deployed in the cultural mapping field in the UK, and as such provide a useful means of critically reviewing their limits as well as highlighting the issues and challenges faced by cultural cartography in practice. The article concludes by considering the type of mapping research that is “allowed” within the discursive confines of consultancy based cultural policy research.  相似文献

Assessing the credibility of evidence in complex, socio‐scientific problems is of paramount importance. However, there is little discussion in the science education literature on this topic and on how students can be supported in developing such skills. In this article, we describe an instructional design framework, which we call the Credibility Assessment Framework, to scaffold high school students' collaborative construction of evidence‐based decisions and their assessment of the credibility of evidence. The framework was employed for the design of a web‐based reflective inquiry environment on a socio‐scientific issue, and was enacted with 11th grade students. The article describes the components of the Credibility Assessment Framework and provides the details and results of an empirical study illustrating this framework in practice. The results are presented in the form of a case study of how 11th grade students investigated and evaluated scientific data relating to the cultivation of genetically modified plants. Multiple kinds of data were collected, including pre‐ and post‐tests of students' conceptual understanding and their skills in assessing the credibility of evidence, and videotapes of students' collaborative inquiry sessions. The analysis of the pre‐ and post‐tests on students' conceptual understanding of Biotechnology and their skills in assessing the credibility of evidence revealed statistically significant learning gains. Students' work in task‐related artifacts and the analysis of two groups' videotaped discussions showed that students became sensitive to credibility criteria, questioned the sources of data and correctly identified sources of low, moderate, and high credibility. Teachers are encouraged to enhance professional competence through reflective practice and they are also asked to undertake research to generate evidence for their professional practices. This paper reports on an inquiry into a group of primary school English language teachers’ research engagement in the province of Guangdong on the Chinese mainland. The inquiry explored the effect of educational reforms on the participants’ research engagement through the use of an open‐ended questionnaire and group interviews. The inquiry revealed that research engagement had become an important part of the teachers’ professional lives. Emerging findings from the inquiry also problematised their research engagement as it was found to have been undermined by a competitive promotion mechanism, the teachers’ conceptualisations of research and challenges in the knowledge dissemination process. The paper ends with reflections on how to make teacher research “educational” for teachers and serve as an effective way for professional development.  相似文献
