ABSTRACTIn the British Isles, national policies for the arts are primarily viewed as the responsibility of arts councils with statutory duties to distribute state funding that meet the requirements of both “arms-length” principles and national strategic frameworks. This paper explores the tensions between policy making for the nation-state and for “the local” through comparative research on the arts councils (and equivalent bodies) in Scotland, England and Northern Ireland. Drawing on in-depth qualitative interviews with senior representatives from these organisations, it explores their notions of, responsibilities to and affiliations with “the local”. Findings suggest that despite their different models and relationships to the nation-state, and the disparities in the scale of investment, these national policy bodies commonly rely on networked governance to facilitate their relationship to “the local” which risks reproducing national interests, limiting the localised agency of place-based approaches and contributing to a culture of competition within cultural policy. 相似文献
That change is a process, not an event, is being accepted gradually by educators, policy makers, and researchers. Just as development of an innovation takes time, specialized personnel, and resources, so does implementation. A number of issues and implications related to viewing innovation development and implementation as a process need to be addressed. Planning for, facilitating implementation, and evaluating the change process varies depending on whether there is a single innovation, innovation bundle, hyperinnovation or large—scale innovation. Instead of top down, or bottom up, in all cases, the various participants must strive to level the playing field. Change processes are most successful when policy makers, practitioners, and researchers understand that all are part of the same effort and each has an essential role in achieving implementation success. 相似文献
We empirically evaluated the associations of hypothesized protective and risk factors with assessments of social, literacy, and cognitive competence in a sample of Head Start graduates attending kindergarten in rural Georgia. The sample included 117 former Head Start children and their primary caregivers, who were assessed during the fall of the children's kindergarten year. The participating families—59% African American, 39% white, and 1 % Latin American—lived in four rural counties in northeast Georgia. Data were obtained from caregivers, teachers, and children, using a multimethod, multi-informant research design. Caregivers provided information about developmental goals, family processes, and their own psychological functioning; and the children and their kindergarten teachers provided socioemotional, literacy, and cognitive-competence information. The results support the hypothesized relations between the child-competence measures and protective factors, especially caregiver self-esteem, endorsement of independence-promoting developmental goals, co-caregiver support and communication, and engaged, responsive, and cognitively challenging caregiver-child interactions. The results also support the hypothesis that caregiver distress and conflicted family relationships are associated with negative developmental outcomes for former Head Start children attending kindergarten. 相似文献
A randomized prevention trial contrasted families who took part in the Strong African American Families Program (SAAF), a preventive intervention for rural African American mothers and their 11-year-olds, with control families. SAAF is based on a contextual model positing that regulated, communicative parenting causes changes in factors protecting youths from early alcohol use and sexual activity. Parenting variables included involvement-vigilance, racial socialization, communication about sex, and clear expectations for alcohol use. Youth protective factors included negative attitudes about early alcohol use and sexual activity, negative images of drinking youths, resistance efficacy, a goal-directed future orientation, and acceptance of parental influence. Intervention-induced changes in parenting mediated the effect of intervention group influences on changes in protective factors over a 7-month period. 相似文献
In this study, (N62) 5- to 6-year-old English monolingual and unbalanced multilingual children attending public primary school education in Scotland became involved in collaborative Narrative Format (Taeschner, 2005) modern language activities in Spanish, both at school and at home. These activities were redesigned and adapted to serve as a quasi-experimental tool to provide a highly structured and intense linguistic input. The main purpose was to explore whether cognitive advantages previously found in balanced bilinguals and second-language-learning monolingual children involved in language immersion programmes could be extended to different types of beginning language learners in a non-immersion context. Depending on the monolingual vs bilingual ratios of children in the classroom, we distinguished between homogeneous groups (characterised by a ratio of 95% of first-language English-language monolinguals) and heterogeneous groups (children from both Scottish and migrant homes in roughly equal proportions). Using a standard task of early cognitive control, we found not only that unbalanced multilinguals perform above chance but also that there was a developing trend of enhanced performance for monolinguals learning languages in the heterogeneous groups. This suggests that not only the length of exposure and intensity of input but also the social classroom environment where children develop their language skills may also play an important role in the effects of bilingualism on executive functions.
As current graduate instructors of labs and class discussions, teaching assistants (TAs) play a critical role in Science, Technology, Engineering, and Math (STEM) undergraduate education, especially as some graduate students may choose a faculty career in the future. Because of the importance of TAs and their development as scholars and instructors, we sought to determine the most effective methods of preparing engineering TAs at two research universities. We compare the impact of a teaching orientation with one of four teaching development programmes (Pedagogy Course, Advanced Practice Teaching, Workshop Attendance with Written Reflection, or Mid-Semester Student Feedback with Written Reflection) on engineering TAs’ teaching efficacy and definitions of active learning. Results indicated that the Pedagogy Course consistently increased TAs’ teaching efficacy and attitudes toward teaching compared with the other programmes. We also found that stand-alone Mid-Semester Student Feedback with Written Reflection enhanced TAs’ efficacy for reflection and beliefs about teaching. We discuss implications for providing teaching development for graduate students and directions for future research. 相似文献
This study employs issue ownership theory to examine the partisan dynamics surrounding the idea of American exceptionalism in presidential discourse. We conducted a content analysis of invocations of American exceptionalism in all major U.S. presidential addresses—domestic and foreign—from the end of World War II through Trump’s 1st year in office. We find that even though Republicans have traditionally claimed ownership of American exceptionalism, patterns in presidential discourse tell a very different story. Specifically, our results show (a) in domestic contexts, Republican and Democratic presidents were very similar in their invocations of American exceptionalism during the Cold War but that Democrats have held a substantial advantage over Republicans throughout the post–Cold War era, including on issue areas that Republicans are perceived to “own” (e.g. national security); (b) in foreign contexts, Democrats have been much more outspoken in their embrace of American exceptionalism throughout both the Cold War and post–Cold War; and (c) President Trump has diverged significantly, both in substance and frequency, from his Democratic and Republican predecessors in his invocation of American exceptionalism. We reflect on the implications of these findings on our broader understanding of issue—and trait—ownership, presidential discourse, and American exceptionalism in American politics. 相似文献
