In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. It commences from the Soviet era to the present time, highlighting the most significant government initiatives.  相似文献

This paper addresses sliding friction of a ski during steady horizontal gliding on snow. A simple mathematical theory accounting for both dry and wet friction is developed. The water film evolution along a ski is calculated with a lumped-element thermal model. An analytical solution is obtained for the ski friction force. Representative calculation results are demonstrated for a range of ski velocity, contact surface area fraction, snow temperature, and ski aspect ratio.  相似文献

Advanced postgraduate medical education for health-care professionals is constantly evolving. Understanding facial anatomy and especially its vascular system is crucial when performing soft tissue filler injections to avoid adverse events including tissue loss or irreversible blindness. Standard anatomical resources often fall short of elucidating clinically relevant concepts in more highly specialized areas of interest. A novel dissection approach for demonstrating the anatomy of the lateral orbit was presented at scientific meetings to participants from dermatology, plastic surgery, and general practice. Results from the post-course online survey (n = 52) were analyzed. The results of the survey reveal a high educational impact and a high clinical relevance of the novel dissection approach. In addition, the majority of respondents (97.7%; n = 51) felt that the exposed anatomical structure of the orbit and face improved their ability to safely perform cosmetic procedures on the face. More experienced respondents who had previously attended at least five cadaveric dissections were more likely to strongly agree that reviewing anatomy through this novel dissection approach increased their confidence in avoiding periorbital vascular danger zones. As minimally invasive outpatient procedures continue to evolve, practicing physicians and mid-level providers often face the challenge of having to reconcile preexisting anatomical knowledge with new clinical practice. Skills required to navigate high impact anatomy include visualization of structures that form the navigational landscape and avoidance of key danger zones. The novel dissection approach to the lateral orbit reflects the increasing focus on revisiting, reforming, and redesigning anatomy for continuing professional development activities.  相似文献

The two-handed dyno technique was studied in nine experienced climbers. According to textbooks, the preferred technique is to jump only as high as necessary and to grab the upper hold exactly at the dead point (highest position of the body centre of mass). Piezoelectric force transducers were connected to the right and left footholds and to the lower and upper handholds. From the forces, the vertical take-off velocity and the jump height were calculated. The results showed that in unsuccessful jumps, the vertical take-off velocity is too small. In successful jumps, however, the vertical take-off velocity is higher than required. In order to reach the same required minimal height, the successful jumper produced a higher force than the unsuccessful (including marginal fail) jumper did. The force produced by the feet was approximately 1.8 times higher than that of the hands. Unsuccessful jumps were significantly closer to the dead point than successful ones. The peak force at the fingers after touchdown at the upper hold ranged from 1.1 to 1.63 times body weight. Overshooting, i.e. jumping higher than required resulted in a smaller peak force and a greater chance of performing a successful jump. In successful jumps, the climber jumps higher than required and grabs the upper hold before and below the dead point. Furthermore, the closer to the dead point the climber grasps the upper hold, the higher is the peak reaction force at the fingers. The advice for the climber is to jump higher than necessary (at least 10 cm), and to grab the handhold before the dead point. This results in a high success rate and a minimal finger injury risk.  相似文献

The purpose of the study was to develop an evidence-based method for identification and classification of wheelchair sports (rugby) activities and performance during a match using fractal dimensions. The approach involves five wheelchair rugby athletes of different classifications who were monitored during six different matches using mobile devices with in-built accelerometers. The linear acceleration signals were processed using two different approaches based on calculating fractal dimensions. One was based on Rényi’s entropy, which produced the probability dimension (S 0), and the other was based on Hausdorff’s definition, resulting in the Hausdorff dimension (D H). When both dimensions were individually plotted as cumulative distribution plots, they offered two approaches to analyze the performance of a wheelchair rugby athlete. Combining the two dimensions produced a two-dimensional (2D) mapping that identified five different activities of each athlete during a wheelchair rugby match—(1) no activities, (2) low activities, (3) high-speed coasting, (4) high-speed pushing, and (5) extreme collisions. In the 2D mapping, four boundary lines separate the five different activities, which produced a template for each athlete. It was found in this research that the classification and skill level of the athlete had an effect on the boundary line values that form the template. The outcome of the activity identification was also verified by comparing with video footage of the athletes. The method developed in this research has possible applications for coaching, match analysis, and talent identification.  相似文献

During recent years, educational restructuring efforts have commonly regarded schools as both learning communities and sites for teachers’ professional development. A plethora of attributes influence prerequisites as well as outcomes of the efforts, while teachers’ local cultures constitute a cornerstone. More specifically, enhanced school‐based teacher collaboration is associated with upgraded school effectiveness and enhanced professional growth. However, the comparative study of school‐based teacher collaboration remains a subjective research area. The overall aim of this study is to highlight teacher collaboration in Sweden and Greece utilizing nationwide surveys with physical education teachers in both countries. The final sample consisted of 707 Swedish and 451 Greek professionals. The high response rate combined with restricted internal dropout forms the basis of the generalization of the findings. The presentation of the results is connected with issues of formal cooperation, deprivatized practices and personalized interaction in four teachers groups: primary and lower secondary schools in Sweden and in Greece. According to the data, formal cooperation and deprivatized practices occur more frequently in Sweden than in Greece. However, personalized interaction is rather high in Greek lower secondary schools. Despite differences between the four contexts, a second order model represents obtained information adequately with very good fit indexes. It seems that school‐based teacher collaboration in authentic settings can be connected to complex processes with multifaceted characteristics in different national contexts as well as in educational stages within one country as well. Manipulating distinct aspects of schooling may consequently jeopardize expected outcomes, as development ambitions should be targeting several interdependent dimensions. Swedish schools generally and lower secondary schools specifically constitute original examples of enhanced school‐based teacher collaboration, while an intensification of combined endeavours is needed in Greece. The comparative mapping of interconnected collaboration characteristics might contribute to more holistic restructuring struggles towards schools as learning communities and sites for teachers’ professional development.  相似文献

Reducing the mass of a racing wheelchair improves the winning time even for relatively small mass reductions over short distances (100 m). In this study, the improvement of speed and winning time on mass reduction was modelled mathematically, the speed profiles of 100 m wheelchair races as well as the rolling resistance and drag area of the athlete–wheelchair system was determined experimentally, and the improvement of the winning time through mass reduction was calculated from the mathematical model and experimental data. For winning times of 30 s, the relative improvement of the winning time is at least equal to the relative reduction of mass. For winning times of 15 s, the relative improvement of the winning time is at least half the relative reduction of mass. A reduction by 1 kg results in an overall improvement of the winning time of about 1–2.3% for winning times of 15–30 s (100-m race). In absolute terms, a mass saving of 1 and 5 kg on a 60-kg system would reduce a 15-s winning time for the 100 m by 0.132 and 0.66 s, respectively, and a 30-s winning time by 0.63 and 2.86 s, respectively. The mass of a wheelchair is the most important parameter for improving the winning time. The influence of the mass on the winning time is 4 or 1.5 times greater than the influence of the rolling friction coefficient, and 4 or 5.5 times greater than the influence of the drag area in a 15 or 30-s race, respectively. These principles should be considered when designing a racing wheelchair.  相似文献
