This paper examines the democratisation of education in South Africa within the context of the policy of educational decentralisation with regards to key policy texts, namely, the South African Schools Act (SASA) and the National Norms and Standards for School Funding (NNSSF). It begins by exploring the concept of decentralisation with specific reference to the notions of democratisation and participation. This leads to an examination of these concepts within the South African context. The final section examines the policy impact of participation and democratisation in relation to the powers and functions of School Governing Bodies (SGBs) by considering four illustrative examples, namely, religion, language, admissions and teacher employment. The paper concludes by considering the policy gap between policy rhetoric and practice in relation to attempts to entrench democracy and participation, and enhance participation at the school level. 相似文献

An agenda-building model was examined for the question of Africaand terrorism. A path analysis compared real-world events (deathsand attacks attributed to terrorism), presidential emphasis,media coverage, and foreign aid for 20 African nations. Resultsshow a clear agenda-building trend—when nations were emphasizedwith a terrorism frame. Presidential emphasis of nations’involvement in terrorism influenced media coverage and the policyagenda. The findings also suggest that deaths attributed toterrorism influenced the news and policy agendas. Media coverageof nations with a terrorism frame influenced the policy agenda.Only one significant path coefficient was found in the analysisof agenda setting without terrorism framing: The more PresidentBush mentioned a nation in his public statements, the more TheNew York Times covered the country. In June 2000, the Biomedical Library at the University of South Alabama introduced Prospero, an electronic desktop document delivery service. From June 2000 to November 2002, Prospero delivered 28% of interlibrary loan requests and 72% of document delivery requests. In November 2002, the library conducted a user satisfaction survey of the Prospero service. Forty-two surveys were used. Fifteen responses were received from affiliated faculty, staff, and students, who generally expressed satisfaction with the service. Twenty-seven responses were received from unaffiliated users, comprised of medical libraries, individual users, and businesses. Based on the survey results, the library deemed the Prospero service a success. To better support users, the library's Web page was updated to include hardware and software requirements for successful use of the Prospero service, as well as screen shots of the Prospero process. 相似文献
