The lack of widely available, affordable broadband Internet access has spurred a movement in which municipalities are rolling out wireless broadband networks. This movement has raised a number of questions including: Why are municipalities acting as the early adopters of wireless broadband technology? How does increased state regulation of municipal broadband networks affect this trend and how can cities respond? As cities use wireless broadband technology to enhance services to citizens, the growth of municipal wireless deployments has transitioned from linear to exponential. In response, many states have passed laws to regulate and restrict cities' ability to own, operate, deploy, or profit from either telecommunications or information services. Current and pending laws will be examined to understand how cities can deploy a wireless broadband network under these regulations. An analysis of municipal facilities and technology expertise illustrates the opportunity for public–private cooperation in wireless deployments. This paper will show that cooperation is beneficial in many cases. Finally, current business models will be examined for their ability to foster cooperation between the public and private sectors, bridge the digital divide, and create competition among private sector providers.  相似文献

The release of the Old World Drought Atlas (OWDA) in November 2015 provides historians with an unprecedented glimpse into the climate of the medieval world. Through the careful examination of tree-ring data provided by the OWDA, historians can better gauge how the environment affected the course of medieval Mediterranean history, particularly in times and places where textual data is sparse, such as North Africa. The case studies of the Norman conquest of the coast of Ifrīqiyya in the 1140s and the invasion by the Banū Hilāl in the mid-eleventh century show the utility of the OWDA for gaining a better understanding the medieval Mediterranean. In particular, OWDA data shows that the arrival of the Banū Hilāl into Ifrīqiyya coincided with a period of extended drought that is not documented in the written sources and suggests that increased competition for scarce resources was instrumental to their entrance into the region.  相似文献

ABSTRACT

This study aimed to assess the effect of playing surface (Natural [NT] and Artificial [AT] Turf) on the fatigue response to a soccer-specific exercise protocol (SSEP). Eighteen male soccer players completed the SSEP on NT and AT with pre-, post-, and 48 h post-assessments of eccentric knee flexor (eccKF) and concentric knee extensor peak torque (PT), peak countermovement (CMJ) and squat jump (SJ) height, and Nordic hamstring break angle. No significant main effects for surface or any surface and time interactions were observed for any of the outcome measures, except for eccKF PT recorded at 3.14 rad·s-1, which was significantly lower 48 h post-trial in the AT condition (AT = 146.3 ± 20.4 Nm; NT = 158.8 ± 24.7 Nm). Main effects for time were observed between pre- and post-trial measures for eccKF PT at all angular velocities, Nordic break angle, CMJ and SJ height. Nordic break angle, and both CMJ and SJ height were significantly impaired 48 h post-trial when compared to pre-trial. The findings of the current study suggest surface dependent changes in eccKF PT which may have implications for recovery and subsequent performance after competition on AT.  相似文献

5‐year‐olds, 7‐year‐olds and 9‐year‐olds were asked to draw three figures, one standing still and facing them, one standing still in profile and one running in profile. Half drew from imagination and half drew from models. The 5‐year‐olds made fewest distinctions in the way they drew the figures, the most notable being the greater spread of the legs of the running figure. With increasing age, more features were used to differentiate the three figures. There was little evidence of 5‐year‐olds adapting their figures in the presence of a model. Only among the older children was there a significant effect of the presence of a model when the 7‐year‐olds and, to a greater extent, the 9‐year‐olds drew their running figure with bent arms and legs and also with more transparencies and partial occlusions.  相似文献

In this short note we consider some of the recent directions taken by the literature, and also some of the blockages faced by both science and policymakers in pushing forward some key issues. College athletics is currently in the midst of a building boom in which universities are competing with each other to reach an always-increasing standard of lavish athletic facilities. While these facilities are costing in the tens or hundreds of millions of dollars, little research is examining the return on investment for athletic programs. The purpose of this study was to examine the effect of new athletic facilities on recruiting rankings for Power Five football and men's basketball programs. Data was collected on athletic facilities newly constructed or renovated from 2005 through 2015 at Power Five NCAA Division I programs. Using LSDV fixed effects regression models, results found a lack of significant improvement within football and basketball recruiting rankings following the completion of new athletic facilities, but some significance in the two years before the project was completed. Significant control variables also highlighted the effects that coaching changes can have on recruiting.  相似文献

In two experiments, participants made inferences from weather maps, before and after they received instruction about relevant meteorological principles. Different versions of the maps showed either task-relevant information alone, or both task-relevant and task-irrelevant information. Participants improved on the inference task after instruction, indicating that they could apply newly acquired declarative knowledge to make inferences from graphics. In Experiment 1, participants spent more time viewing task-relevant information and less time viewing task-irrelevant information after instruction, and in Experiment 2, the presence of task-irrelevant information impaired performance. These results show that domain knowledge can affect information selection and encoding from complex graphics as well as processes of interpreting and making inferences from the encoded information. They also provide validation of one principle for the design of effective graphical displays, namely that graphics should not display more information than is required for the task at hand.  相似文献

Computer-based multimedia presentations employing animated agents (avatars) can positively impact perceptions about engineering; the current research advances our understanding of this effect to pre-college populations, the main target for engineering outreach. The study examines the effectiveness of a brief computer-based intervention with animated agents in improving perceptions about engineering. Five hundred sixty-five elementary, middle-, and high-school students in the southwestern USA viewed a short computer-based multimedia overview of four engineering disciplines (electrical, chemical, biomedical, and environmental) with embedded animated agents. Students completed identical surveys measuring five subscales of engineering perceptions immediately before and after the intervention. Analyses of pre- and post-surveys demonstrated that the computer presentation significantly improved perceptions for each student group, and that effects were stronger for elementary school students, compared to middle- and high-school students.  相似文献

American universities receive millions of dollars worth of media exposure every year via Public Service Announcements (PSAs) broadcast during their respective school's athletic competitions. This research explores the message strategies and executional devices used by NCAA FBS (National Collegiate Athletic Association Football Bowl Subdivision) classification schools during the 2010 football season. This study is the most comprehensive content analysis of this subject matter to date. 115 PSAs were examined, representing 111 of the 120 schools which comprise this tier of American higher education institutions. 51 variables were operationalised and are detailed in this article. These variables include messaging specific to institutional communications, as well as common creative approaches used within television advertising. Findings suggest that there is indeed a ‘sea of sameness’ across these communications and that few schools are creating unique messages. This article continues the theoretical work in this field by refining extant models for communication messages employed by higher education institutions.  相似文献
