基于国家创新体系下的创新政策框架,对1997—2008年中国中小企业创新政策的研究表明:中国国家创新体系中并没有给予中小企业创新活动合适的位置,这在组织结构、立法、金融资源、商业创新支持体系和人力资源政策方面都有所体现。中国创新政策的研究和制定更受到注重创新和知识创造的国家创新体系狭义概念的影响,以及中国"追赶使命导向"的技术政策目标导向,共同解释了国家的创新政策供给更偏向支持大型企业,倾向让中小企业面对市场规则,即中小企业创新活动游离在国家创新体系之外的这种局面。国家创新体系本身概念的发展和中国技术政策目标的不断调整将使这种局面得以改善。  相似文献

As developing countries gradually rely less upon agriculture for rural income, rural economies require new solutions to access knowledge and information systems for rural development. Abstract

Many public libraries are offering Science, Technology, Engineering, and Mathematics (STEM) programing to their patrons. Using data from a national survey of public library professionals, the current study examined the growing STEM movement by measuring “STEM-readiness” and through the lens of Diffusion of Innovations Theory. Results indicate that most libraries are ready to implement STEM programing. Characteristics of STEM-ready libraries included serving more patrons, having more space, and engaging more often with STEM programing. Such findings suggest that public libraries that have access to resources are more likely to be STEM-ready; whereas, those with fewer resources may need additional support.  相似文献

This paper presents a simple profitability-based decision model to show how synergistic gains generated by the joint adoption of complementary innovations may influence the firm's adoption decision. For this purpose a weighted index of intra-firm diffusion is built to investigate empirically the drivers of the intensity of joint use of a set of complementary innovations. The findings indicate that establishment size, ownership structure and product market concentration are important determinants of the intensity of use. Interestingly, the factors that affect the extent of use of technological innovations do also affect that of clusters of management practices. However, they can explain only part of the heterogeneity of the benefits from joint use.  相似文献

Since 1998, the Flanders’ educational government in Belgium has been urging teacher education institutions by decree to implement competences in teacher training programs. Since then, years have gone by, and institutions have acted in order to achieve the competence-based goals. However, have they succeeded in implementing them? This is the research question that is central to the current study. An online survey inquiry was set up in eight elementary teacher education institutions using two questionnaires; one for final year elementary institution pre-service teachers, who were about to graduate at the time of completing the questionnaire (N = 218), the other for teacher trainers throughout the elementary teacher training program (N = 51). Ten years after the decree was issued, results show that competence-based education has become a reality in terms of its implementation. However, the process has not yet come to an end. Whereas some competences are clearly present in the institutions’ policies and practices (e.g. teacher as guide to learning and development, teacher as subject expert), others are poorly represented (e.g. teacher as partner of parents, external parties and as a member of the educational community). Moreover, teacher trainers tend to take four different approaches to the implementation of competences (1) during internship, (2) through the institution’s policy and program planning, (3) by means of their integration in both theoretical and practical components of the curriculum and finally, (4) a lack of implementation because the competences are considered insufficiently applicable by the teacher trainers. In particular, more experienced and subject expert teacher trainers tend to adopt the final approach more often than do younger colleagues and pedagogues. Student teachers’ results, on the other hand, suggest important differences between institutions concerning their understanding of competences and the integration of these competences in the curriculum; suggesting different paces of adaptation between teacher education institutions. Moreover, even within schools, the trajectory towards implementation is not always clear for all members of the teaching team, nor for the students of most teacher education institutions. Consequently, there is still important work to be done in order for successful competence-based change to occur.  相似文献

借助ISS信息检索和分析平台,对德温特数据库的医疗健康与人工智能领域的专利信息进行综合分析,梳理1963-2020年间相关领域专利的演进,对专利申请国分布及其所聚焦的研究热点、技术点进行探查分析。较为清晰地判定出全球人工智能技术在医疗健康领域专利数加速攀升,热点领域以专门用于处置或处理医疗或健康数据的信息和通信技术类居多,研发主体以国际医疗器械、信息科技公司为核心研发梯队,推测医疗产业市场经济驱动是专利增长的重要因素;相比较国际专利现状,我国相关企业在申请数量上正赶超美、日、欧公司,研发活力最强,而科研机构从业人员与专利激励政策的作用不显著。  相似文献

2012年以来,大规模开放在线课程(MOOC)在商业炒作和网络媒体的助推之下,呈现出爆发式增长的态势,但这种热度与关注却缺乏深度的学术审视。事实上,从历史的纵深来看,大规模开放在线课程并不是新鲜事物,它是开放教育资源运动发展的新阶段,是开放教育与在线教育整合在一起进行大规模推广应用的一种新教育形态。MOOC作为教育技术的研究对象之一,从学科的层面来看,要使其从“公共话题”转向“学术问题”,首先必须要摆脱“预设立场”的枷锁,摒弃对技术的盲目乐观,在对实践的反思中推动学科不断走向深入;其次在研究上要卸下背负的沉重包袱,理性地确定有限的学科目标,杜绝好高骛远之念,踏踏实实耕好教育技术的田地。唯有如此才能避免重蹈历史的覆辙,走向成熟理性之路。  相似文献

Although considerable work has been done to develop new educational innovations, few have found widespread acceptance in the classroom. To improve the likelihood of adoption of educational innovations, researchers need to understand why some innovations are adopted and routinely used, while others are not. An initial aspect of the diffusion of innovations, as defined in the classical sociological literature, involves the communication of ideas and concepts related to innovations between individuals. This article presents an expert panel's answer to the following question: “What are the most important characteristics that relate to the dissemination of educational innovations?” As dissemination is a critical facet of the diffusion of an innovation, 45 researchers who received technology and engineering grants from the National Science Foundation (NSF) participated in a Delphi study designed to address this research question. In three rounds, the experts identified and ranked 11 characteristics of educational innovations, 6 characteristics of students, 13 characteristics of faculty members, and 5 characteristics of administrators that can relate to the successful dissemination of educational innovations. The results of this study led to the formation of a Characteristics of Dissemination Success (CODS) framework. This framework offers useful guidance for educational innovators seeking a better understanding of the influences on the dissemination of educational innovations.  相似文献
