论我国团体标准化主体边界之认定

团体标准具有促进科技创新等重要作用。在我国有关团体标准的主体制度中，是否要对团体标准化主体的边界以“法人资格”为限制，值得进一步讨论。实践中，存在一定数量的产业技术联盟等社会团体可能未获“法人资格”，但却具备了开展团体标准化活动的专业能力。诚然，无须将“法人资格”作为硬性的准入门槛，而应将“专业能力”作为必备的资格条件，并突出技术组织对团体标准化活动的的支撑作用。继而有必要通过法制化路径引入主体备案制度，为非法人社会团体在标准化领域创造合法空间，从而在一定程度上缓解实际需求与相对严苛的现行法律环境之间的张力。  相似文献   

Bond graph models of structured parameter uncertainties

Taking into account uncertainties in model parameter values is a crucial point for studying robustness in modeling and in control. This paper proposes to construct in a systematic and graphical procedure two forms of the linear state equation usually found in the literature for dealing with the robustness problem in the case of structured uncertainties on parameters. It is shown how to model uncertainties in a bond graph approach, in the case of additive or multiplicative parametric variations.  相似文献

本文将香港社会流通的中文书面语归类为：标准中文、粤式中文、港式中文、中英混合文等四类,文中比较了上述各类书面语的不同,特别分析了在香港广泛流通的港式中文的特点,包括受粤语影响的港式中文,受英语影响的港式中文,受文言影响的港式中文以及多种形式混合的港式中文。笔者从社会语言学的角度阐述了港式中文产生的背景,并介绍了香港学界对港式中文的截然不同的评论。文章指出港式中文是香港中文书面语的一种客观存在,也反映出香港社区中语言文化多元化的现象,但仍希望改善港式中文,提高香港的中文水平。  相似文献

That the sample mean and variance are “good” estimates of the corresponding population parameters is easily accepted as “obvious” by students, but the concept of standard error of the mean is often found to be quite a hurdle. That this standard error decreases inversely as the square-root of the sample size, and the mysterious appearance of the Normal distribution, are often taken as magical and incomprehensible effects, and non-mathematical students can often be turned away from further understanding. This article describes a program which provides an experimental framework in which the student can rapidly develop an intuition for the basic properties of sampling.  相似文献
