Robert Craig's constitutive meta-model of communication reminds us that while communication scholarship may feel like discovery of communication's natural properties, it is also often (if not always) on a path to invention of new possibilities and reconstitution. The constitutive meta-model suggests that every theory of communication is also a design language for communication, and that design itself may be a path to theory development. Design inquiry can be conducted in all subdisciplines of communication, incorporating and contributing to widely disparate communication theories. Design work itself takes many forms, producing artifacts as diverse as individual messages, persuasive campaigns, interaction protocols, large-scale participation frameworks for public decision-making, and more. This special issue explores design scholarship in the field of communication, with five original essays representing different subfields and different theoretical approaches. In this introduction, we argue that design work is more than application of theory; design itself is a theory-building enterprise. It is a distinct form of inquiry that builds new knowledge, complementary to, but different in kind from, empirical and critical scholarship.

The Obama administration campaigned on the platform of increased transparency and access to government information after the limitations of the Bush years. As part of this focus on transparency, the Obama administration is emphasizing the use of e-government and new social media services to open up access to government. This paper explores the considerations and challenges of this approach, such as the inclusion of members of the public with limited access to the internet, the use of non-governmental channels to disseminate government information, the permanence of digital-born government information, and the design of e-government.

AbstractThis study aims to identify, collect and critical review the research literature on Multilingual Digital Libraries in English language from 1997 to 2012.Design/methodology/approach: The present literature review has followed the rules of systematic review. In particular, the identified relevant papers were categorized based on their expressed aim on two core themes, that of system-centered and user-centered studies. The assigned papers were further analyzed and six sub-themes emerged for the system-centered studies and four for the user-centered studies. Additional categorization was also provided according to type of publication.Findings: The literature concerning Multilingual Digital Libraries is vast and mainly focuses on two aspects the “System” and the “Users”. The majority of papers tried to meet the challenges raised for enabling multilingual information retrieval in Digital Libraries. Unfortunately, these efforts undertaken by a small number of researchers or research groups apparently working in isolation and therefore resulting in the development of numerous different tools and techniques. Relatively few studies have focused on the user and aimed to explore users' behavior and expectations when interacting with Multilingual Digital Libraries. As a result, further research is needed to reach to some tangible and usable findings.Originality/value: This literature review captures the diversity of the research conducted regarding multilingual information access and retrieval in Digital Libraries. It organizes the vast literature in comprehensive themes and sub-themes enabling easy access to specific information.Limitations: This study reviews only papers in English due to language restrictions from 1997 to 2012.

Throughout the last decade, user involvement in e-Government service design has been virtually non-existent. Over time, e-Government experts began to realize that these services would benefit from a citizen-centric requirements engineering approach which has led to a demand for such an approach for this particular field. This article presents a citizen-centric approach towards user requirements engineering for e-Government services. It utilizes interviews and citizen walkthroughs of low-fidelity prototypes. A case study of a social support portal illustrates the approach and shows the need for repeated citizen inquiry, as the implementation of user requirements in low-fidelity prototype design is not always accepted by prospective end-users.

Over time, researchers have acknowledged the importance of understanding the users’ strategies in the design of search systems. However, when involving users in the comparison of search systems, methodological challenges still exist as researchers are pondering on how to handle the variability that human participants bring to the comparisons. This paper present methods for controlling the complexity of user-centered evaluations of search user interfaces through within-subjects designs, balanced task sets, time limitations, pre-formulated queries, cached result pages, and through limiting the users’ access to result documents. Additionally, we will present our experiences in using three measures – search speed, qualified search speed, and immediate accuracy – to facilitate the comparison of different search systems over studies.

User-centered E-Government in practice: A comprehensive model for measuring user satisfaction
New information and communication technologies (ICT) offer the government new possibilities for providing citizens and businesses with better, more efficient services. Criticism about the provision of E-Government services, however, has proposed a more user-oriented approach. The user needs to be placed at the center of the development and the provision of electronic public services. Simultaneously, it is important to investigate the impact of the new services on customers. User satisfaction may indeed have a decisive influence on large-scale adoption and use of E-Government services. This article describes the development of a comprehensive model for measuring user satisfaction in the context of E-Government. It rethinks the e-strategies of government and subsequently presents a conceptual model derived from ICT acceptance theory. Both quantitative as well as qualitative research have been carried out in order to elaborate the model and to formulate adequate indicators for measuring user satisfaction. The measurement model has been tested using data from five Flemish E-Government websites. Structural equation modeling (SEM) was applied in order to investigate the goodness of fit of the model and the underlying indicators. Based on the results, it becomes possible to reduce the list of indicators to nine items, still covering the full conceptual model. With this shortlist of satisfaction determinants, E-Government suppliers would be able to get a clear view on acceptance of their internet services by the users.

This paper describes an ongoing research project that involves the study of teachers’ information seeking behaviors, needs and practices in relation to a collection of primary source materials available through the University of North Carolina at Chapel Hill (UNC) Library’s digital library Documenting the American South (DocSouth). By gaining an in-depth understanding of the needs and wants of teachers in the context of their work, we hope to build a collection of learning objects and a domain ontology applied to the collection to improve teachers’ access to the cultural heritage materials and to facilitate their actual use in the classroom.
