| 摘 要： | 义务教育是关系国民素质的奠基工程,建立完善规范的义务教育财政投资体制是义务教育健康快速发展的基本保障。当前农村义务教育财政投资体制存在许多问题,有效地解决这些问题应采取如下措施:加强中央及省级政府承担义务教育实施的责任;合理确定中央、省、地市和县四级政府义务教育投资分担的比例;加大中央及省级政府财政转移支付力度;减免一切形式的学杂费。

| Abstract: | Compulsory education is the foundation of raising national qual ity, so establishing the perfect and standard fiscal investment system of compul sory education is the basic guarantee of the healthy and quick development of co mpulsory education. Presently there exist a lot of problems in the fiscal invest ment system in the rural areas and we must take the following measures to solve them effectively: strengthening the responsibility the central and provincial go vernments in the compulsory education; determining the suitable proportion of ed ucational investment among the central, provincial, municipal and county governm ents; intensifying the fiscal transfer of payment by the central and provincial governments, and reducing and exempting tuition and incidentals of all kinds. |
