| 摘 要： | 远程教育作为一种重要的教育方式和学习资源，在推动社会发展中起着重要的作用。本文立足于青海牧区的人口与地域特征、教育发展现状，通过对牧区远程教育发展的分析研究，论证了青海牧区发展远程教育的指导思想、战略方针和基本模式。旨在为牧区教育发展及社会进展，构建有高原牧区特色的远程教育发展战略。

| Abstract: | ODE, as an important education method and study resources, plays an important part in promoting the process of society. The article basing on the features of population and region as well as present situation of education development , the writer demonstrates the guiding ideology, strategy policy and basic mode for developing ODE in Qinghai pastoral area in order to construct a theory which is characterized by ODE in plateau and pastoral area for developing education in Qinghai pastoral area. |
