| 摘 要： | 受义务教育权是一项由国际人权法和各国宪法明确规定的基本权利,要保证每个适龄主体完全充分享有,国家负有绝对保障责任。在义务教育中,我们有必要确立一项原则——国家最高义务原则。本文述说了国家最高义务原则的确立原因,并对其具体涵义作了深入探讨。

| Abstract: | The right to accept compulsory education is a basic right which is stipulated clearly by international laws of human rights and constitutions of every country.The government should bear all responsibility utterly in order to ensure that every suitable- aged person can hold this right.About compulsory education, it is necessary for us to establish the principle of supreme obligation of state.This thesis explained that why we should establish the principle of supreme obligation of state and explored the concrete meaning of the principle deeply. |
