| 摘 要： | 当前,我国专项规划评估尚处于初步发展阶段,面临评估主体单一、评估指标不完善、动态评估不充分、评估公正度不足等多方面问题,缺少合理的评估方法和完善合理的评估制度,一定程度上影响了我国专项规划制定、执行、修订的效率效益。为此,本文构建了以“价值——目标——手段——效果”为指导的、自上而下的金字塔式评估框架及方法。同时,为充分发挥专项规划评估的积极作用,应强化我国专项规划制度体系建设,加大力度建立多主体参与机制、多指标评估机制、动态反馈机制、第三方评估机制,从而更好地规范专项规划制定、实施、再修订等相关环节,发挥专项规划对经济、社会发展的引领和促进作用。

The Present Situation, Theoretical Method and Evaluation system guarantee of Special Planning Evaluation in China |

| Abstract: | At present, the special planning evaluation in China is still in the initial stage of development, faced with many problems, such as the single evaluation subject, the imperfect evaluation index, the insufficient dynamic evaluation and the lack of fairness in evaluation, etc. To some extent, it affects the efficiency of the formulation, implementation and revision of the special planning in china. Therefore, this paper constructs a top-down pyramid evaluation framework and method guided by "value - target - means - effect". At the same time, in order to give full play to the positive role of special plan assessment, we should strengthen the construction of our country"s special planning system, intensify efforts to establish multi participation mechanism, evaluation mechanism, dynamic feedback mechanism, the third party evaluation mechanism, to better regulate the planning making, implementation, revision and other related aspects, and also conducive to play a leading and promoting role in the economic and social development. |
