摘    要:新中国成立以来我国义务教育教师资源配置政策经历了探索与重建、新旧教育体制转轨、有重点的稳步推进与深化改革四大阶段:在内容方面,不同阶段义务教育教师资源配置政策内容各有侧重,县级教育行政部门依据教师编制配置义务教育教师资源的思路日益明确;在价值取向方面,始终渗透着国家行政力量主导教师资源配置的理念,优质均衡的价值理念逐步彰显;在政策工具方面以强制性政策工具为主,但自愿性政策工具得以拓展、混合性政策工具稳步增长。今后,应有针对性地制定城乡不同地区义务教育教师资源配置的政策文件与发展规划;完善义务教育教师资源差异化配置有关配套措施;丰富义务教育教师资源配置政策的使用对象与手段。

Abstract:Since the founding of People’s Republic of China, the policies of compulsory education teachers resource allocation have gone through four stages :exploration and reconstruction, transition of old and new education systems, steady progress with focus and deepen reform. In terms of contents,there are different emphases on the policies of compulsory education teachers resource allocation at different stages,it is increasingly clear that the county-level educational administration should allocate compulsory education teachers resource according to teaching staff;In terms of value orientation, it has always been permeated with the idea of national administrative force leading the allocation of teachers resource, and the value of high-quality balanced has been gradually highlighted;In terms of policy tools, mandatory policy tools are predominant, but voluntary policy tools have been expanded, and hybrid policy tools have grown steadily. In the future, we should formulate policies and plans for the compulsory education teachers resource allocation in different urban and rural areas;Improve relevant supporting measures for the differentiated compulsory education teachers resource allocation;Enrich the objects and means of the policies of compulsory education teachers resource allocation.
