| 摘 要： | 教师资源的合理配置既是义务教育的本质要求，也是普及义务教育的前提条件，更是实现教育公平的关键所在，而不合理的师资配置是当前实现义务教育均衡发展的主要障碍之一。制定符合中国国情的中小学教师政策以合理配置教师资源，实现义务教育的公平发展，是十分必要的。

| Abstract: | The rational collation of teacher resource is not only the essential requirement , but the preceding condition , even the key reason of the fair education , but the irrational collation of teacher resource is the main obstacle of the achievement for the compulsory education .In conclusion, it is necessary to carry out the teacher policy of the secondary and primary accorded with the national condition in China in order to collate the teacher resource rationally and achieve the fair compulsory education . |
