| 摘 要： | 阐析国有企业公司改制的基础是实行投资主体多元化，当前主要是把投资基金、国有资产投资公司以及社保基金培育成真正的投资主体。提出规范对投资基金的运作管理，建立标准化的基金业绩指标评估体系；建立国有产权代表制度，对其投资的公司进行有效的监管；选择社保基金入市的途径和模式，做好入市后的监管、规避，防范入市风险等改革思路。

| Abstract: | This paper analyzes that the system reform is based on the implement of main diversity investment,turning the investment fund,state-owned asset investment company as well as the fund of social insurance into the genuine main part of investment.It adheres to normalized managemeng of investment fund and standardized assessment system of fund achievement index and the state-owned representative system of property right in order to get the company investing in it under effective supervision.For all this,the paper puts forward some innovative ideas on the way and mode of involving social insurance fund in stock market and its superintendence to avoid risks. |
