| Abstract: | This paper analyzed the process and results of the nonlocal license plates policy that Shanghai government is-sued in 2005 with information from interact, and finally pointed out that although the policy was time-sensitive, it still exsited some limitations. Policy - makers should be concerned about the feedback in the implementation of policies and explore better solutions to problems with target crowd. |
