| 摘 要： | 和谐学术环境是产生学术成果的土壤,没有和谐的学术环境就很难有创新性的学术成果。目前,我国高校普遍存在的学术成果垃圾化、学术活动失范化现象,主要是由学术活动行政化所致。建立独立于行政的学术机构,完善学术评价机制和技术,创建良性学术环境,是高校学术建设的一项重要任务。
