| 摘 要： | 远程教育在政策上得到了政府的积极扶持，但当前远程教育的发展既面临着历史性的机遇，也存在诸多问题，其问题的解决需从法规政策方面着手：推进远程教育立法，建立远程教育审批、评估与退出制度，明确远程教育与母体高校的关系，加大远程教育的经费投入，加快公共服务体系的建立，完善远程教育的市场机制，保护学生权益等。

| Abstract: | For years,the government has adopted policies to aid distance education.At present,while facing unprecedented chance of development,there exists some problems in distance education,which needs to be solved by adopting new policies and adjusting existing regulations: furthering the legislation in relation to distance education,establishing and strengthening the supervision and evaluation systems,clarifying its relationship with other colleges and universities,allotting more money to distance education,hastening the establishment of public service system,perfecting its marketing system and protecting students'rights. |
