| 摘 要： | 独立学院在产权不清、缺乏监督的机制下很容易变成母体大学或者出资方的＂圈钱机器＂,且必将引发多方利益共损。优化独立学院的产权结构,但没必要硬性强调举办高校与一个国家机构以外的社会组织或者个人来合作。在此基础上,突出独立学院人力资本的重要价值,必将给独立学院带来三个转变：一是成为社会资金与优质高等教育资源的＂聚宝盆＂;二是真正成为高级应用型人才的＂孵化器＂,三是真正开创与政府、母体大学、合作企业方和社会共赢的新局面。

| Abstract: | If the property right of independent institute is not clear,and independent institute lack supervision mechanism,it is very easy to become "money-making machine" of parent school or investor,which will be sure to cause loss of multi-stakeholders.Thus it is necessary for independent college to optimize the property right structure,and highlight the importance of human capital of independent colleges.Superior university of independent college doesn’t need to find a social organization or individual which is not a national body to cooperate.If the independent college can do those,it is bound to bring three changes.Firstly,the independent colleges become the "treasure basin" of social capital and the high quality higher education resources.Secondly,it become a real "incubator" for high-level applied talents.Last,the independent college can open the win-win new situation with the government,the parent university,corporate parties and social. |
