| 摘 要： | 胡锦涛主席在十七大报告中明确提出：发展现代服务业，提高服务业比重和水平。国务院在《关于加快发展服务业的若干意见》中指出：有条件的大中城市形成以服务型经济为主的产业结构。上海作为国内经济最发达城市，有条件也有义务尽快建立服务型经济结构．本文旨在通过对国际大都市服务型经济构建历程的研究，对上海构建服务型经济提出建议。
