摘    要:教师资源配置是否均衡是影响基础教育均衡发展的关键因素。目前,中国农村义务教育师资配置存在农村教师的配置机制不健全、农村地区教师总量不足、师资配置的结构性矛盾突出、教师权益保障体系不完善等很多问题。从教育政策支持系统的角度去探析师资配置失衡的原因,并从命令政策、激励政策、能力建设政策和劝告政策等方面去探析农村义务教育师资均衡配置的途径,对于改善农村教师资源配置促进农村基础教育均衡发展具有积极意义。

Analysis on Unbalanced Allocation of Teacher Resources for Rural Compulsory Education

Abstract:The balanced allocation of teacher resources is a key factor affecting balanced development of basic education.At present,there exists many problems in the rural compulsory teacher resources' allocation,such as unsound configuration mechanism of rural teachers, the lack of teachers in rural areas,prominent structural contradictions,and the imperfect protection system for teachers' rights. This paper focuses on exploring configure imbalance causes from the perspective of education support policy, and analyzing the pathways to allocate rural compulsory education teacher resources from the command policy, incentive policy, capacity building policy, and policy advice.
