| 摘 要： | 戊戌变法与明治维新的结果迥然不同，这与领导者在战略部署、策略运用上有很大关系。中国的维新派战略上“躁进”，策略上“轻率”，没有抓住有利的改革时机。相比之下，日本明治维新领导人制定了切实可行的纲领，“稳扎稳打”地推进改革，表现出了高超的政治才干。

| Abstract: | The different results of China's Reform Movement of 1898 and Japan's Reform Movement of 1868 have a lot to do with the leaders'strategic plan and tactics. Chinese reformers were impetuous and rash when making strategy and tactics and failed to seize the favorable reform opportunity. In contrast, Japanese leaders made practical and feasible programme and carried out the reform steadily with their excellent political ability. |
