| 摘 要： | 为明确我国群众体育事业发展的社会属性的目的,通过文献法、调查法等,对公益属性的公众性、公开性、公平性和非营利性的判断标准,进行了论述。结果表明：群众体育发展对策应缓解供需矛盾,逐步非均衡发展以及采用多元有效途径等。

| Abstract: | This article is to clarify the social functions of mass sports through the means of literature materials and surveys. It especially focuses on the mass sports＇ publicity,openness, fairness and unprofitability under the genre of its public welfare attribute. The study result indicates that we shall alleviate the supply-demand contradiction and develop mass sports unbalaneedly in progressive and multiple principles. |
