摘    要:公共政策的一个重要功能就是合理配置公共资源。长期以来由于受公共政策“城市偏好”的影响,公共教育资源在城乡之间没有得到公平的分配,大量优质的教育资源为城市所有,其结果是城乡义务教育发展严重失衡,两者在办学条件和城乡适龄儿童的入学机会等方面存在巨大差距,并有持续拉大的趋势。这种城乡义务教育发展不均衡的状况,既阻碍了义务教育的公益性和公平性的实现,也制约了城乡经济和社会的和谐发展。必须对影响公共资源在城乡间进行分配的户籍制度、土地制度、税收制度、社会保障制度以及义务教育的投入体制、教师政策等进行理性的思考和合理的批判,并在此基础上制定新的政策,实现公共教育资源在城乡之间的公平和合理配置,进而缩小城乡义务教育发展的差距。

Abstract:An important function of public policy is to dispose public resourses rationally. But for a long time our public policy has been "city-oriented", so public resourses have been disposed unfairly, and a large number of high-quality education resources are owned by cities, which leads to serious out-of-balance development in compulsory education and a tremendous gap, with the tendency to be wider and wider, in such aspects as conditions for running a school, the right-age children's chances of entering school in urban-rural areas. This codition of out-of balance development of compulsory education has not only violated public interest and fairness of compulsory education, but also restricted the harmonious social and economic development in urban-rural areas. So it is necessary to think over and criticize public policies rationally which have influenced the division of pulic resources, such as land system, tax system, social security system, policies for input of compulsory education, policies for teachers. and to make new policies to dispose the resourses fairly and rationally, and to narrow sown the gaps.
