| 摘 要： | 只有牢固树立科学发展观，坚持以人为本，统筹兼顾各方，才能真正加强高校党的基层组织建设，真正发挥高校党的基层组织的战斗堡垒和政治核心作用。只有不断发展，才能永葆基层党组织的活力。坚持以人为本，就要求切实维护党员的合法权利。在高校党建工作中坚持统筹兼顾，就必须在总揽教育教学工作全局的基础上，围绕发展抓党建，抓住牵动全局的主要工作、事关群众利益的突出问题，着力推进、重点突破。
