| 摘 要： | 研究表明:乱收费现象在不同地区、不同学段以及不同办学质量的学校间存在着差异性,教育经费投入的短缺和政府行为失范是教育乱收费的根本原因,学校法人的制度设计亟待规范,在治乱过程中首先要保障的是学校的利益。

| Abstract: | Investigation shows that there exists in the random fee collection a difference between schools of different areas,stages and educational qualities . The basic reason of random fee collection is the scarcity of educational funds and the nonstandard behavior of the government. The design of school legal pers on system should be reconstructed and in the process of bringing the fee collect ion under control,we should first guarantee the benefits of schools. |
