| 摘 要： | 流动儿童的义务教育是中国义务教育庞大系统工程不可分割的有机组成部分,它的成败直接关系到我国整体国民素质的提高及社会的稳定。制约流动儿童义务教育的瓶颈是教育经费。应将流动儿童在城市义务教育阶段的经费纳入所在地的公共财政保障范围;设立国家专项资金,保证在农民工子弟学校工作的特岗教师的工资性支出;实行农民工子女就学的“生均拨款制度”等措施,逐渐突破流动儿童义务教育经费的瓶颈。

| Abstract: | The compulsory education of floating children is the inalienable part of the whole China's compulsory education.But the present situation of the compulsory education of floating children has shown that the education outlay is the bottleneck to restrict the compulsory education of floating children.So we should take some measures to break through the bottleneck gradually. |
