| 摘 要： | 美国加州社区学院管理体系的建立及其权责的设定都是在法律法规的框架下形成的，体系完善、责权明确、操作规范；加州社区学院的服务体系网络健全、资源共享；加州社区学院的经费政策标准统一、法规公开。本文对这些做法和经验进行了探索，结合我国高职和成人教育情况进行了分析，提出了相应的建议。

| Abstract: | The establishment of administration system and the enactment of authority and duty of California community colleges are done according to the laws and rules, the system perfect, the authority and duty definite and the operation standard. The service network of California community colleges is as sound as a bell and is shared by all. The funds policy is unitary and the rules are publicly known. All these are helpful to China's higher professional colleges and adult education. |
