| 摘 要： | 从1999年开始,我国高等教育发展速度和规模持续增长,到2006年,高等教育在校人数达到2500万,高等教育毛入学率也达到了22%.我国高等教育已经从精英教育阶段进入大众化教育阶段.在高等教育大众化的过程中,必须重新审视高等教育质量问题,树立新的高等教育质量观,建立更加完善的质量保证体系,从而使我国的高等教育达到数量和质量的和谐统一.

| Abstract: | Chinese higher education has rapid scale development since 1999. In 2006, higher education enrolment in China reached 25 million, representing a gross enrolment rate of 22%. As Chinese higher education has become a mass system from an elite one, it is necessary to review its quality issues, re-define the concept quality, and construct a new quality assurance system. The goal is to achieve a harmonious balance between quantity and quality. |
