| 摘 要： | 20世纪 80年代以来 ,英美两国在义务教育领域相继出现了学校的地方管理、校本管理、择校运动、凭证计划、公立学校私营化等以自主权下放为核心的改革和实验 ,并取得了一定的成效。以此为鉴 ,在我国社会主义市场经济大潮下 ,以政府投资为主的义务教育领域也可引入市场因子 ,以追求效率和质量的提高

| Abstract: | Since 1980s for the sake of lowering decision-making power the reform and experiment have been carried out in British & American compulsory education, such as local-school management, school-based management, school-selecting management, certificate program and private-run public schools, and some successes have been achieved. As a result, in the market economy of socialism the compulsory education invested dominantly by government also can introduce a market mechanism in order to enhance the efficiency and quality. |
