| 摘 要： | 我国改革开放以后，尤其是近些年来，经济发展迅猛，义务教育也取得显著的成绩，然而，在构建和谐社会和新农村的建设中，农村义务教育的发展依然存在一些不可忽视的问题。文章在论述新农村和谐义务教育基本构想的基础上，提出新农村和谐义务教育的具体发展策略：提高对农村义务教育的认识、加大农村教育投资力度，做好新《义务教育法》的具体实施工作、加强农村义务教育资源的结构优化工作、提高农村中小学教师的待遇地位、建立农村中小学教师的培训机制、建立农村学校发展的支援合作制度、保障外来农民工子女和三类残疾儿童接受义务教育的权利。
