| 摘 要： | 实施马克思主义人权观教育，提高广大干部群众人权理论水平，普及人权知识，树立科学的人权观念，培养正确的人权意识，是社会主义现代化建设的迫切需要。要分清在人权问题上的是非曲直，认识社会主义人权的优越性，了解我国人权建设的必要性、艰巨性与党和政府在人权建设上所作的艰苦努力及所取得的巨大成就，不断推进社会主义人权建设事业，依法尊重和保护人权。
