摘    要:高校内部权力运行机制行政化的主要表现及危害有:高校内部行政权力泛化,教师和学生的主体地位缺失;学术组织与学术事务管理行政化,限制了其自主性和创造性的发挥;行政人员挤占学术资源,造成了资源的浪费;高校管理活动行政化,降低了决策的科学性;"官本位"思想盛行,大学里功利氛围趋浓;受官僚习气的影响,学生的思想变形。高校内部权力运行应去行政化,其主要途径有:推进管理体制改革,切实落实教授治校的主体地位;完善大学内部权力结构,协调好多元权力之间的关系;健全民主决策机制,提高决策的科学性;加强管理文化内涵建设,提升行政管理的效能;完善权力监督机制,规范行政权力的运行。

Abstract:The phenomenon and hazards of the administration of internal power operation mechanism in universi-ties mainly include that the internal administrative powers in universities are generalized,and the subject position of teachers and students are deficient;the academic organization and academic-affairs management are operated in an administrative way,which has restricted the play of its autonomy and creativity;the executives occupy academic re-sources,resulting in a waste of resources;the university management is operated in an administrative way,bringing down the decision-making scientificalness;the prevalence of the "officials-based"idea makes the utilitarian atmo-sphere increasingly serious;the bureaucracy influence deforms the students’ideology.Therefore,the de-administration of internal power operation in universities should be made and the main ways for this include the promotion of the re-form of management system and the earnest implementation of the dominant position of universities administered by professors;the improvement of the internal power structure in universities and the coordination of the relationship be-tween diverse powers;the perfection of the democratic decision-making mechanism to improve the decision-making scientificalness;the strengthening of the construction of cultural connotation in management,the enhancement of the administrative performance;the improvement of power-supervising mechanisms and the standardization of the execu-tive-power operation.
