| 摘 要： | 科技创新是国家发展的关键驱动力,高校是科技创新的主力军。21世纪以来,英国政府根据国家创新战略部署,大力推进高校科技治理体系创新,激发其创新活力。为了完善高校科技创新治理体系,提高其创新成果转化与人才培养能力,英国政府持续出台系列支持科技创新的政策。其中,调整战略布局、加强经费支持、优化体制机制等举措,反映出英国高校科技创新治理体系改革的新动向。英国高校科技创新治理体系变革取得了明显成效,体现出英国高等教育体制演进中传承与创新兼顾的特色。英国高校在为高新产业发展赋能的同时,提升了自身的创新能力与办学竞争力。

| Abstract: | Science and technology innovation is the key driver of national development,in which universities are the main forces.Since the 21st century,the UK government has been vigorously promoting innovation in the science and technology governance system of universities to stimulate their innovative vitality in accordance with the deployment of the national innovation strategy.In order to improve the governance system of science and technology innovation in universities and to enhance their ability to transform innovation results and cultivate talents,the UK government has continued to introduce a series of policies to support science and technology innovation.Some initiatives including adjusting the strategic layout,increasing funding support and optimizing institutional mechanisms reflect the new trend of reforming the governance system of science and technology innovation in UK universities.The change has achieved obvious results,reflecting the balance between heritage and innovation in the evolution of the UK higher education system.Meanwhile,universities enhance their own innovation capacity and competitiveness when empowering the development of high-tech industries. |
